Lyova Khachatryan was born on May 2, 1955 in Yerevan.

Mr. Khachatryan received his degree in mechanical engineering from the Yerevan Polytechnic Institute in 1978.

From 1978-1995 he worked in the Boudyonovski Installation Complex Stavropoltechmontaj. From 1995-1997 he worked as a general director in Astrakhan Reinforced Concrete Plant. In 2002 he was the president of the boards of Contsern Energia Ltd. and Armavir Louys Ltd.

On May 25, 2003 he was elected to the NA from electoral district # 20 and he cur­rently serves on the NA Standing Committee on Foreign Relations. He is a member of the “People's Deputy” Deputy Group and has no political party affiliation.

Mr. Khachatryan is not married.
