Khachik Manoukyan was born on August 2, 1959 in the village of Mastara in the Talin region.

Mr. Manoukyan graduated from Yerevan Agricultural Institute in 1985. He is an engineer-mechanic.

From 1977-1980 he served in the Soviet Army. In 1985 he started as a head of a production unit and later became a deputy director in the Mechanic Plant under the Armenia SSR Ministry of Construction Industry. In 1994 he was appointed head of the Commercial Department in Hayjrshin State Committee, general director and president of Max Group Concern.

On May 25, 2003 he was elected to the NA from electoral district # 19. He is cur­rently on the NA Standing Committee on Defense, National Security and Internal Affairs. He is not a member of any faction or deputy group and has no political party affiliation.

Mr. Manoukyan is married and has three children.
