Dear compatriots,
I cordially congratulate all of you on NKR State Independence Referendum and Constitution Day. December 10 has become for us a symbol of inflexibility and unbending will of living free, defending the native land and building democratic state. And at the same time it has become a symbol of free will expression and high legal conscience for the Artsakh people.
The Referendum of State Independence and the adoption of the Artsakh Mother Law pre-indicated the further process and the development path of the country.
As the crucial and realized choice of December 10 occurred in times full of hard and great dangers, so we lived hard years for defending it and calling into life the declared values. And today, casting a return glance to the creation and establishment of Artsakh Republic let us pay granted to the bright memory to all them, who devoted their lives to the sacred work of building our dreamed country and the public order.
Dear Artsakh people,
Once again congratulating all of you on this innermost holiday, I wish you new successes in continuous improvement of the state building and legislative field, strengthening of democracy and development of democracy.
I wish you peace, progress and welfare.
