He was born on March 1, 1960 in the village of Zangakatoun in the Ararat region.

He graduated from the P. Loumoumba Moscow University of Nations' Friendship in 1983. He is a physicist.

In 1983-1984 he served in the Soviet Army. In 1984-1991 he was a scientific associate at Yerevan State University. In 1991-1993 he worked as a chief specialist in an Armenian-French joint venture. In 1993-1994 he worked as a scientific associate in Orsay Institute of  Theoretical and Applied Optics.

In 1995-1998 he was arrested for a political cause (the allegation was not confirmed).

In 1999-2003 he was a deputy of the NA (proportional system, Armenian Revolutionary Federation) and he was Deputy Chairman of the NA Standing Committee on Foreign Relations and a member of the Armenian Revolutionary Federation faction.

From 2003-2007 he was a deputy in the NA (proportional system, Armenian Revolutionary Federation). He was the Chairman of the NA Standing Committee on Foreign Relations. He was a member of the Armenian Revolutionary Federation faction.

On May 12, 2007 he was elected as a deputy of the National Assembly by the proportional system from the Armenian Revolutionary Federation.

On June 7, 2007 he was elected Chairman of the NA Standing Committee on Foreign Relations. He is the representative of the Armenian Revolutionary Federation Supreme Body in Armenia.

He is divorced and has one child.
