Born on July 23, 1956 in Martuni, NKR.

1979 - Graduated from the Faculty of Biology of the Azerbaijan State Pedagogical Institute. Teacher.

2000 - Department of Medical and Social Rehabilitation of the Institute for Expertise of Work Capacity and Labor Organization of the Russian Academy of Management. 1995 - Three-month TACIS training courses on social security reform and creation of social services.

1980 - 1982 - Leading engineer of Yerevan Research Institute of Electramekenaner.

1982 - 2009 - Leading Specialist, Division Head, Deputy Head, Head of the Department for disabled and core issues of elderly people of the Ministry of Social Security of the Armenian SSR, then the Ministry of Labor and Social Affairs of the Republic of Armenia.

2001 - 2017 - Member of the Interdepartmental Commission on Prisoners, Hostages and Persons Missing.

2004 - 2008 - Expert of the Committee on Rehabilitation of Disabled and their Integration into Society of the Council of Europe.

2008 - 2010 - Member of the Bureau of the Committee.

2010 - Deputy Chairman of the Committee.

Since 2008 - Member of the National Committee on Disabled.

2009 - 2017 - Deputy Minister of Labor and Social Affairs of the Republic of Armenia.

2010 - Member of the negotiating team responsible for the negotiations over the association agreement between the Republic of Armenia and the European Union.

2013 - 2016 - Chair of the interdepartmental committee on solving the core issues emerging as a result of population aging and implementing the strategy of social protection for the old people. 1st class counsellor 
to the Civil Service of the Republic of Armenia.

Since 2005 Member of the RPA.

Since 2012 - Member of the RPA Council.

Since 2013 - Member of the Women's Council of the RPA.

April 2, 2017 - Elected Member of the National Assembly from the RPA national electoral list.

Awarded the Commemorative Medal of the Prime Minister of the Republic of Armenia (1998), Letter of Thanks of the President of the Republic of Armenia (2003), the “Mkhitar Heratsi” Medal (2006), the 2nd rate Medal “For Services Contributed to Fatherland” (2013), the Medal of the Ministry of Labor and Social Affairs of the Republic of Armenia (2008), Medal “Garegin Nzhdeh” (2008, MD), Letter of Thanks of the Prime Minister’s of the Republic of Armenia (2010).

Since 2006 - Honorary Doctor of the Armenian Branch of the International Academy of Natural and Social Sciences.

Married, with two children.
