Samvel Toumanyan was born on February 25, 1949 in Yerevan.

Mr. Toumanyan graduated from the Yerevan Polytechnic Institute in 1971. He is an electrical engineer and Physical and Mathematical Sciences PhD. He was awarded a Nations' Friendship Order in 1986.

From 1971-1974 he worked as a junior scientific associate first at the Goris Center of Physics and Technology under the Armenia SSR Academy of Sciences and then from 1974-1975 in the Computing Center under the AS. From 1975-1979 he worked as a team leader, junior scientific associate, deputy director and chief engineer in the Special Construction Bureau of Yerevan State University. He spent the next six years as deputy director of Garni Factory under the Ani Scientific Industrial Complex and director of Araks Factory under Ani. From 1985-1999 he was the general director of Ani SIC and the director of Yerevan Microelectronics Scientific Research Institute.

1999-2003 was his first term in the NA (proportional list of the Unity Alliance) and he served on the NA Standing Committee on Foreign Relations; he was also a member of the Unity Faction.

On May 25, 2003 he was reelected to the NA from the proportional list of the National Unity Party. From June 2003 to February 2005 he was serving on the NA Standing Committee on Financial-Credit, Budgetary and Economic Affairs. Currently he sits on the  NA Standing Committee on Foreign Relations. He is a member of both the National Unity Faction and party.

Mr. Toumanyan is married and has two children.
