RA-EU Comprehensive and Enhanced Partnership Agreement Debated at Parliament Plenary Sitting

On April 10, the RA National Assembly began the work of the regular sittings.

After approving the agenda the parliament debated the draft law on Ratifying the Comprehensive and Enhanced Agreement on one hand between the Republic of Armenia and the European Union and the Nuclear Energy European Community and on the other hand, their member states.

The Head of the EU Delegation to Armenia, Ambassador Piotr Świtalski also attended the debate of the Agreement.

Presenting the Agreement the RA Deputy Foreign Minister Karen Nazaryan has informed that by signing in Brussels on 24 November 2017, it will replace the Agreement signed between the RA and the EU on Partnership and Cooperation enacting since 1999.

Considering the Agreement one of the successful episodes of the RA foreign policy, Armen Ashotyan presented the endorsement of the RA NA Standing Committee on Foreign Relations. Touching upon the ratification process of the Agreement by the EU member countries, Armen Ashotyan especially highlighted the debate and ratification of the document by the European Parliament. The Committee Chair also touched upon the provisions enshrined in the Agreement on the NK conflict settlement.

In her speech the Chair of the RA NA Standing Committee on European Integration Naira Zohrabyan has underlined with satisfaction that there is consent in the issue of the Agreement in the political field. She touched upon the visa liberalisation process, expecting a start of debates within due terms from the European Union.

Naira Zohrabyan proposed the participants to set up a working group which will make road map, involving representatives of the civil society and media in those works.

The MPs' questions related to the activities of Armenia-European Union Parliamentary Cooperation Committee (PCC) and the EU-Armenia PCC, the process, the results and the assessments of the influence, publicity and awareness works of the Agreement implementation, the possible political risks of cooperation in a number of spheres, etc.

The key and co-speakers talked about the abovementioned issues.

In his extraordinary speech the RA NA Deputy Speaker Mikayel Melkumyan has noted that the ratification of the Agreement stems from our national and state interests.

The RA NA deputies Karen Bekaryan, Artashes Geghamyan, Shirak Torosyan, Hermine Naghdalyan, Vahe ENfiajyan, Khosrov Harutyunyan, Mihran Hakobyan, Sergey Bagratyan, Araik Hovhannisyan, Artak Zeynalyan, Koryun Nahapetyan, Samvel Farmanyan, Hayk Babukhanyan expressed their viewpoints on the Agreement.

The RA NA Deputy Speaker Eduard Sharmazanov delivered an extraordinary speech. He has touched upon the irreversibility of the implementation of the democratic and systemized reforms in our country, has talked about the directions of the state foreign policy, noting that Armenia is the only EEU country that has signed such Agreement with the European Union.

Armen Rustamyan presented the viewpoint of the RA NA ARF Faction, highlighting the adoption of the Agreement.

Edmon Marukyan voiced the viewpoint of the RA NA Yelq/Way out Faction , noting that they supported and welcomed the updating of the Agreement with the EU.

According to the Head of RA NA RPA Faction Vahram Baghdasaryan , the Agreement is historical, and it has become a topic of debate due to the far-sighting policy of the RPA Leader Serzh Sargsyan.

In their final speeches Naira Zohrabyan, Armen Ashotyan and Karen Nazaryan touched upon the MPs' interpellations and recommendations.

At the last sitting, according to the RA Constitutional Law NA Rules of Procedure, the RA NA deputies made statements.
