Seminar on Theme Public Finance Management Reforms in the Context of Parliamentary Oversight

On October 26, in Tsaghkadzor a three-day seminar on the theme Public Finance Management Reforms in the Context of Parliamentary Oversight began, and its goal was to support the representatives of the RA Staff of the National Assembly, as well as the mass media about the awareness on the finance management, the involvement in that process, and the use of the cooperation platform. The seminar organized by the NA Staff and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (German Federal Enterprise for International Cooperation) is implemented in the framework of the Public Financial Management in the South Caucasus Program.

On the first day of the seminar separate debate was held for the representatives of the media, where the role of media in the public finance management reforms was raised.

Welcoming the guests Jens Petersen-Thumser, GIZ Regional Leader of GIZ Public Financial Management in the South Caucasus Program, evaluated the cooperation with the RA NA, noting the support to the support would be continuous. The Regional Head of the program expressed hope that the seminar would contribute to the upgrading of the finance management oversight.

Highlighting the cooperation with the GIZ the Chairman of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan noted that the organization implemented programs with the parliament in recent years. He also emphasized the continuity of cooperation.

The seminar agenda was the following: Effectiveness of public finance management as a target for parliamentary oversight, The independent supreme audit institution and the Parliament’s cooperation with it, Post-legislative oversight of the Parliament, The current situation of the Budget Office and its development perspectives, Cooperation with media and civil society, the role of cooperation in parliamentary activities and especially in the budget oversight process, The current situation of program budgeting, parliamentary experience. The main speakers were the Chairman of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan, the Deputy Chief of the RA NA Staff Arsen Babayan, the Coordinating Expert of the RA NA Budget Office Gagik Barseghyan and the Coordinating Expert of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Artyusha Aharonyan.
