Parliament Continues Work of Regular Sittings

On September 13, the RA National Assembly continued the work of the regular sittings by voting and passed all the bills debated on the previous day.

The parliament in the second reading debated the draft law on Making Addenda and Amendments to the RA Law on the State Service in the RA National Assembly Staff.

The deputy Naira Zohrabyan presented for debate of the parliament the draft law on Making Addendum and the package of bills.

The MPs’ questions related to the protection of animals, the conditions of the animals being kept in the zoo, the problem of the formation of the attitude towards animals and the actions towards the stray dogs.

The member of the RA NA Standing Committee on State and Legal Affairs Arusyak Julhakyan presented the endorsement of the Committee.

The parliament in the first reading debated the draft law on Making Amendment and Addenda to the RA Criminal Code and the enclosed presented package of bills, which submitted the RA Deputy Minister of Justice Anna Vardapetyan.

The member of the RA NA Standing Committee on State and Legal Affairs Arusyak Julhakyan presented the endorsement of the Committee.

The MPs Arusyak Julhakyan, Vladimir Vardanyan, Sona Ghazaryan and Suren Grigoryan documented the pickpocketing cases daily growing in recent years, highlighted the adoption of the amendments being proposed by the draft law.

Afterwards the revised version of the draft law on Guarantees of the Activity of the RA National Assembly Deputy was debated in the second reading.

The MP Taron Simonyan presented for debate in the first reading the draft law on Making Amendment and Addenda to the RA Civil Procedure Code authored by the RA NA Bright Armenia Faction.

The member of the RA NA Standing Committee on State and Legal Affairs Suren Grigoryan presented the endorsement of the Committee.

The RA Deputy Minister of Justice Rafik Grigoryan also presented the opinion of the government.

The draft law on Amending the RA Law to the Service in the National Security Bodies, on Amending the RA Law on Service in the Police, on Making Addendum to the RA Law on Public Service was also debated in the first reading, which presented the MP Taron Simonyan.

The deputies Suren Grigoryan, Mane Tandilyan, Heriknaz Tigranyan, Hovhannes Hovhannisyan, Arusyak Julhakyan, Sergey Bagratyan, Hamazasp Danielyan, Hayk Konjoryan, Vladimir Vardanyan and Hovik Aghazaryan delivered speeches.

The NA President Ararat Mirzoyan in his extraordinary speech noted that the proposal presented by the Bright Armenia Faction had been made in other shape, and they had been against it, detailing its reasons. According to the Head of the parliament, the presented versions were admissible, and Taron Simonyan’s arguments - non-vulnerable. Ararat Mirzoyan agreed with Hovik Aghazaryan’s observation that the item of laying political responsibility is debated and, according to the NA President, we should accept that challenge.

Rafik Grigoryan presented the viewpoint of the government with their recommendations.

The parliament in the first reading debated the bill on Making Amendments and Addenda to the RA Constitutional Law the NA Rules of Procedure authored by the Bright Armenia Faction, presented by the key speaker Karen Simonyan.

The member of the RA NA Standing Committee on State and Legal Affairs Sis ak Gabrielyan presented the endorsements of the Committee.

The MPs Viktor Yengibaryan, Nazeli Baghdasaryan, Artak Manukyan, Arman Babajanyan, Hamazasp Danielyan, Babken Tunyan, Varazdat Karapetyan, Vladimir Karapetyan and Mkhitar Hayrapetyan delivered speeches.

The parliament in the first reading debated the draft law on Making Amendments and Addenda to the RA Law on Organization and Holding of the Check-ups in the RA.

The member of the RA NA Standing Committee on Economic Affairs Tsovinar Vardanyan presented the endorsement of the Committee.

The co-author of the package of draft laws Misak Gabrielyan presented them on Making Addenda and Amendments on the Peculiarities of the Administrative Procedure Being Implemented on the Cases of the Violations of Road Traffic Rules Discovered by the Video Shooting or Light Shooting, on Making Addenda to the Law on Provision of Road Traffic Security, on Amending the Law on Administration Bases and Administrative Procedure in the first reading.

The member of the RA NA Standing Committee on Defense and Security Armen Khachatryan presented the endorsement of the Committee.

The opinions of the MPs Artur Dallakyan, Gevorg Gorgisyan, Narek Mkrtchyan, Arman Abovyan, Artyom Tsarukyan, Viktor yengibaryan, Suren Grigoryan and Hayk Konjoryan and the Co-Author Armen Pambukhchyan were controversial on the package.

The RA NA Speaker Ararat Mirzoyan delivered an extraordinary speech. He addressed questions to the deputy of Prosperous Armenia Faction Arman Abovyan, trying to clarify about his behaviour in certain situations, seeing that there is no real danger to this or that citizen. The NA Speaker was interested in the fact if his colleague Arman Abovyan would inform the police about the situation threatening the citizens’ life or he would keep silence.

In their final speeches the authors touched upon their colleagues’ speeches and gave clarifications.

The parliament will continue the work of the regular sittings on September 16.
