A Number of Draft Laws on Sphere of Education Debated

On March 18, the regular sitting of the RA NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport moderated by Mkhitar Hayrapetyan was convened.

The draft law on Making Amendment and Addendum to the RA Law on Education authored by the RA NA deputies Mkhitar Hayrapetyan, Naira Zohrabyan and Harutyun Babayan was debated in the second reading and endorsed.

As the key speaker Mkhitar Hayrapetyan informed proposals in written form on the bill were not presented.

The draft law on Making Amendment and Addendum t the Law on General Education authored by the RA NA deputies Mikayel Melkumyan, Vardevan Grigoryan and Sergey Bagratyan was debated in the first reading.

Presenting the opinion of the Government the Minister of Education, Science, Culture and Sport Arayik Harutyunyan has noted that the draft law needs additional debate, and agreeing with it the co-author Mikayel Melkumyan proposed to postpone the debate of the bill for 2 months.

The debate of the draft law on Amending the RA Law on Pre-School Education was also postponed until the next regular sitting of the National Assembly.

The draft law on Making Amendment and Addenda to the RA Law on Television and Radio authored by the Government was debated in the first reading.

The key speaker, the RA Deputy Minister of Justice Vahe Danielyan introduced the bill to the participants of the sitting.

As the Committee members have assessed the bill will create unequal conditions between the Public TV Company and others.

Mkhitar Hayrapetyan underlined the availability of the advertisement of the European countries’ public TV Companies. He emphasized the control of the advertisement broadcast by every TV channel. Mkhitar Hayrapetyan considered unacceptable to hold the second reading of the draft law within 24 hours.

In their final speeches, the main and co-speakers touched upon the MPs’ raised concerns.

The Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport endorsed the draft law.
