Debate of State Budget Execution for 2019 Continues at RA NA Standing Committees

On June 12, at joint sitting of the RA NA Standing Committees on Science, Education, Culture, Diaspora, Youth and Sport and on Financial-Credit and Budgetary Affairs moderated by Mkhitar Hayrapetyan and Mane Tandilyan the annual report on Execution of the RA State Budget for 2019 was debated.

The RA Minister of Education, Science, Culture and Sport Arayik Harutyunyan, the RA Minister of Finance Atom Janjughazyan, the Chairman of the RA Commission on Television and Radio Tigran Hakobyan, the Chairman of the RA Public Television and Radio Company Council Ara Shirinyan and the High Commissioner for Diaspora Affairs Zareh Sinanyan took part in the debate.

The RA Minister of Finance, then also those responsible for the spheres presented the used budgetary means for science, education, culture, sport, Diaspora, youth and information, the underfulfilled or non-implemented programmes and their reasons.

The RA Minister of Education, Science, Culture and Sport Arayik Harutyunyan the budgetary programmes in the spheres led by him, and part of them had been new. According to the Minister, especially great works have been done in the sphere of general education: 18 new pre-schools have been set up, the united registration system has begun to function and works have been underway for reduction of the textbooks’ weight.

Legislative reforms had been initiated, a system had been invested, due to which the retired people had an opportunity to visit cultural centres, the teachers’ training works had been done, etc. The Minister presented the programmes implemented in the spheres.

Arayik Harutyunyan has informed that it is designed to train the teachers online and provide the pupils of the socially needy groups with free textbooks.

Regarding the MPs’ question, Araryik Harutyunyan has said that during the current year works are designed, and the goal of them is providing quality of education.

The Chairman of the RA Commission on Television and Radio Tigran Hakobyan considered insufficient the financial means allocated to the Commission and noted that they needed more technical re-equipment.

The High Commissioner for Diaspora Affairs Zareh Sinanyan has referred to the programmes implemented by the Office and had reminded that the structure has been formed about one year ago, and partially the underfulfillment or canceling of the programmes is conditioned by that.

According to him, sums of money were saved, which were returned to the state budget. In response to the voiced question, Zareh Sinanyan has reflected upon the current works, the goal of which is the boosting of repatriation and the further strengthening of Diaspora-Armenia relations. It was noted that some events were postponed conditioned by the spread of coronavirus disease.

The speakers answered to the MPs’ questions and remarks and gave clarifications.
