On December 25, at the initiative of the RA NA Prosperous Armenia Faction a working discussion was organized on the theme “On Situation Created in Border Regions, the Issues of the Existing Problems, the Ways of Its Solution, Specification of Borders, Ensuring Its Prosecution and Security.” The deputies of the NA Prosperous Armenia and Bright Armenia factions.

The Secretary of the NA Prosperous Armenia Arman Abovyan noted that they officially sent official invitation to the NA My Step Faction and the Government, but the members of the Faction did not come to the discussion. Arman Abovyan presented the procedure of the discussion organization.

Introducing the created situation, the Head of Kapan community Gevorg Parsyan informed that at the war unleashed by the Azeri-Turkish tandem on September 27, took part in the battlefield, as well as in the rear, having irreparable losses. He noted that on October 18, during the consultation with the participation of the heads of the communities in Goris, the RA Prime Minister proposed to turn to self-defense, after which the residents of Syunik quickly got self-organized and turned to self-defense of their settlements. It was noted that hot battles had been under process in the parts of Davit Bek, Uzhanis, the Central and Inner Hund: there were victims, and the residents of Syunik succeeded to preserve those borderlines. According to Gevorg Parsyan, though the November 9 statement says that the RA and AR armed forces shall remain there, where they stand, but in the morning of December 17, an order has been given to leave the borderlines by the Ministry of Defense. As the rapporteur has assessed, now the enemy is 100 metres far from the residential part of Syunik settlement, one kilometre from Kapan residential part.

The Head of Kapan community has also voiced the problems related to the security of the roads, noting that there are three disputable directions: Kapan-Goris, Kapan-Tchakaten and Kapan-Agarak villages. As he has informed, by now Kapan-Goris, Kapan-Tchakaten roads function, but the road taking to Kapan-Agarak village has passed under the enemy’s control, there is still no regulation. There is alternative road, which needs to be completely repaired. According to Gevorg Parsyan, though the population is not calm, but there is no panic. To his conviction, we shall do our best for ensuring the security of the population.

In the Q & A session, the MPs voiced a number of disputable problems, which related to the possibility of moving the Armenians of a number of communities that appeared on the adversary’s target, the dangers existing for the citizens in Kapan-Goris road part, the steps aimed at ensuring the security of the borderline settlements, the disputable issues of the positional location decision, etc.

In her speech the deputy of the NA Prosperous Armenia Faction Naira Zohrabyan thanked the heads of the communities of Syunik, Kapan, Goris, Kajaran and Meghri for doing their utmost to protect our borders. The MP expressed concern over handing over the important and key positions of Syunik Marz.
 
Naira Zohrabyan proposed to organize discussion in Kapan in the near future with the participation of the heads of the border communities. As the rapporteur has informed, the faction will take an initiative, according to which, the residents of the border communities in the situation created after war also will make use of the tax privileges established for the residents of the communities having similar status by law.

During the discussion, there was a telephone connection with the Head of Shurnukh community Hakob Arshakyan. Presenting the situation in Shurnukh, he noted that at that moment it was not known which part of the village would pass under the adversary’s control. The Secretary of the NA Prosperous Armenia Faction Arman Abovyan assured that the parliamentarians had done their best in the framework of their powers and would do their best for the support of the protection of the border communities.

The legislators have expressed their concern about handing over some Armenian borderlines, have spoken about the process of the specification and separation of the borders: it has been noted that according to the international law norms, it is inadmissible to fix the border by the GPS system. Some MPs emphasized the creation of the alternative structures, especially the tunnel construction in Syunik.

At the end of the discussion, Arman Abovyan noted that all the voiced proposals would be studied, and the problems would be solved by law. The rapporteur has thanked all the people, who defend our homeland both in Armenia and in Artsakh.
