MPs’ Speech on Bill of Amending the Electoral Code in Second Reading During Discussion

Arusyak Julhakyan: If Mr. Marukyan thought that the indirect election of a president or a mayor is a bad thing, then he should speak about that years ago. In particular, the structural order of electing a president indirectly was stipulated during the constitutional amendments in 2015.

Arman Babajanyan: I will give a speech on behalf of the extra-parliamentary forces, who welcomed this bill considering it as an important step. The upcoming elections are historical and fatal.

Artak Manukyan: I would like to deviate from the agenda, because the media terror does not give us an opportunity, and there is an impression that we must often some things approve. My speech referred to the social package. 147.000 users (where there are no high-ranking officials, as the law does not allow) in the framework of the social package 8 years continually did not have an opportunity to spend 6,000 AMD every month in Armenia, because it is restricted by 4 directions. By the decision of the Government, those directions are increased, and the opportunity is given to the beneficiaries of the social package to go to the swimming pool.

Arman Yeghoyan: We discuss one of the most important bills during the whole history of the Third Republic. Many of us expressed their opinions that this bill was not enough undergone. This is debated already 26 years. This is a fatal moment to lay the foundation of healing our political life. All those forces, who are against this initiation, just want to secure the political future for the regime of the former criminal-oligarchic regime.

Hamazasp Danielyan: The simple proportional electoral system was invested in Armenia for the first time in 1915. It was obvious for the former authorities of the mentioned time until 2000 that it would be no opportunity to be a majority in the National Assembly with that electoral system. This epopee, lasted 26 years, brings to its logical ending. The problem is actually simple: we should put an end to this story. It is very paradoxical; however, these amendments want an opposition, but it does not take part in it. It is commendable that the power has a will to bring to its logical conclusion.
