The RA Deputy Minister of Economy Avag Avanesyan presented for a debate the legislative package on Making Amendments and Addenda to the Law on Public-Private Partnership and on the enclosed laws.

It was noted that the provision of the procedure of the private partner election is not regulated by the existing law. Now, demands corresponding to flexible and international principles are defined. There are some demands in case of acting by the private initiative. The company which presented a proposal should have an experience relevant to the field and present the feasibility study.Some advantages are designed in case of acting by the private initiative, for example, refund of the expenditures, if the company who presented a proposal is not declared the winner. There will be one or two-phase competition. “We will try to go to the direction that the competitions will be based on finance,” the Deputy Minister said.

The member of the NA Standing Committee on Economic Affairs Tsovinar Vardanyan underlined in her co-report that from now on the implementation of the programmes of the Public-Private Partnership is also possible by the private initiative. Vardanyan emphasized the fact that the presenting programme should correspond to the strategy of the given sphere. The insurance of the competition in the sphere was highlighted.
