Draft Laws on Tax Sphere Debated

On November 10, at the sitting the RA NA Standing Committee on Economic Affairs debated in the first reading the draft law on Amending the RA Tax Code.

The RA Deputy Minister of Environment Gayane Gabrielyan has noted that the existing global environmental problems: the ozone layer depletion, the climate change because of global warming have already harmful influence on the environment, as well as on the people’s life and health. In this sphere Armenia continues fulfilling the assumed international obligations, which stem from the Vienna Convention for the Protection of the Ozone Layer, the Montreal Protocol on Substances that Deplete the Ozone Layer, as well as the EU legal regulations. The RA Tax Code sets the environmental tax rates for the goods causing damage to the environment. The draft law proposes to remove the ozone depletion substances from the relevant table of the Code. It is designed to set the rates of the environmental tax for the import and realization of the mentioned substances 2.0%.

The draft law was endorsed.

The RA Deputy Head of the State Revenue Committee Artur Manukyan presented for debate in the first reading the legislative package on Making Amendments and Addenda to the RA Tax Code and on Amending the Code on the RA Administrative Legal Offences.

It was noted that a number of problems emerged during the practical use of the regulations established by law for stamping the goods with excise stamps and labels. The adoption of the draft law is conditioned by the necessity of the review of certain provisions of the RA Tax Code, making editorial amendments and establishing new regulations.

The bill on Amending the Code on the RA Administrative Legal Offences proposes to make exception with regards to the damaged label stamps for the defected label stamps, which are not subject to return to the tax body. The fine has been replaced by the compensation of the expenditures for printing.

As a result of debate, the legislative package was endorsed.
