Additional Revenues to Community Budgets

At December 1 regular sitting, moderated by Vahe Ghalumyan, the RA NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection debated and endorsed the legislative package on Making Addenda to the Law on RA Budget System and on Making Addendum to the Law on Local Self-Government.

According to the RA Deputy Minister of Territorial Administration and Infrastructure Hovhannes Harutyunyan, the aim of the initiative is the creation of the necessary legislative basis to increase the opportunities of the budget of the communities for the sustainable and continuous development of the communities.

It is proposed to give the community an opportunity to direct the distributed community royalty to additional environmental and other capital expenditures, as well as to establish an additional separate publication of the report on the expenditures of the community royalty distributed to the communities to ensure transparency in the use of distributed royalties.

After being adopted, the law will enter into force from January 1, 2023.

During the exchange of ideas, the deputies suggested to clearly state in the draft law the purpose of using the above-mentioned financial allocations. According to them, it should also be clarified which community will receive how much money.

The Committee Chair Vahe Ghalumyan has clarified that the package is aimed at increasing own revenues of the communities, and the distribution of money should be done by the Council of Elders of the community, at his sole discretion.

The package will be included in the draft agenda of the NA current session.
