Addenda to Certification and Recognition of Non-Formal and Informal Education

On January 11, the RA NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport in the first reading debated the draft law on Making Addenda to the law on Education. The authors of the initiative Sisak Gabrielyan, Taguhi Ghazaryan and Knyaz Hasanov propose to fill in the gaps existing in the law related to the certification and recognition of non-formal and informal education. Sisak Gabrielyan has clarified that the draft law proposes to create conditions for recognizing the non-formal and informal education received by the citizens, i.e. if the person has not received formal education with any specialty, but that person is a good cook or a hairdresser, then he/she will have an opportunity to receive a certificate on having a command at the profession and work with that profession.

The non-formal is the additional teaching programme of the non-formal education or the wholeness of the programmes, which is carried out through the relevant educational institution or the organization having authority of implementing that function and or service, but it doesn’t result in granting qualification degree and the official recognition, except the cases set out by the RA legislation.

The informal education is considered to be results of education achieved as a result of the person’s daily and family life, entertainment, working activity and other different actions, which as a rule, are not premeditated by a person as a purposeful education, are not organized and systemized in terms of time or resources, do not result in the official recognition of the results except the cases set out by the RA legislation.

In the authors’ opinion, the adoption of the draft law will promote that numerous citizens, who have good command of certain professional skills, find job.

The RA Deputy Minister of Education, Science, Culture and Sport Zhanna Andreasyan presented the positive position and the proposals and highlighted the adoption of the initiative.

The draft law with the endorsement of the Committee will be proposed to include it in the draft of the agenda of the regular sittings of the National Assembly to be convened on January 17.
