Addenda to Law on Procurements

On January 12, at the regular sitting of the NA Standing Committee on Economic Affairs, the draft law on Making Addenda to the Law on Procurements authored by the Government was debated in the first reading.

The RA Minister of Finance Avag Avanesyan has informed that the draft proposes to provide an opportunity for an operative response to the problems emerged as a result of emergency situations and which are considered urgent as much as possible.

The current law envisages that funds for the purchase of construction works are allocated on the basis of examined design and estimate documents, and during the organization of the procedure, they are defined as the technical characteristics of the subject of a procurement. However, in case of emergency situations, due to the lack of time, it is practically impossible to operatively ensure the processing and collection of documents.

According to the decision of the Government, it is proposed to carry out the process of the procurement of construction works without design documents in case of human casualties, significant damage to human health and the environment, large material losses and the risk of disruption of normal living conditions or the occurrence of such situations.

The Committee endorsed the draft law.
