At February 3 sitting of the RA NA Standing Committee on Economic Affairs, the draft law on Making Addenda to the Law on Urban Development was debated in the first reading procedure.

The necessity of the legislative amendment is conditioned by the demand of applying multi-use designs for constructing new subsidiary buildings of the great number of residential and public importance institutions in the coming years stemming from the programme of the RA Government for 2021-2026. The pre-school, school, health care and agricultural institutions are in the series of those buildings.

According to the RA Deputy Chairman of the Urban Development Committee Davit Grigoryan, the developers can apply exemplary designs of multi-use of the entities of residential public production importance, which serve as a basis for the launch and financing of the construction programmes, if such condition is envisaged by the contract of the construction works and advisory services.

The amount of the financial allocations of the construction programmes being carried out by the multi-use exemplary designs in the expense of the state budget means, is subject of calculation in accordance with the orders and indices set by the normative documents of the pricing system.

According to the Deputy Chair of the Committee Babken Tunyan, the initiative will give an opportunity to reduce the terms and expenditures of the designing.

Quoting examples, Davit Grigoryan has noted that if the cost of designing the educational institution is about 10-25mln AMD, then in case of applying the multi-use design 20% - 25% of that sum will be required. Norms of designing duration are also revising. “In terms of finances and time, the regulations are beneficial,” he said.
