Initiative Supporting Construction of Residential Complexes in Regions Debated

Aiming to harmonize the legislative regulations on transactions related to apartment buildings and residential houses, to promote the construction of residential complexes in the regions, the deputies of the NA Civil Contract Faction Babken Tunyan, Narek Zeynalyan and Lusine Badalyan proposed to make amendments and addenda to the Civil Code of the Republic of Armenia and to the Law on State Registration of Rights to the Property.

The package of draft laws was debated in the first reading at March 4 NA sitting.

As a result of amendments, persons who are not considered owners will have the opportunity to have the right to buy real estate not only in case of buying an apartment from an apartment building being under construction, but also in case of buying a residential house from a residential complex being under construction.

According to Babken Tunyan, a number of developers have applied to them, who want to carry out residential construction and to build residential complexes, noting that the current regulation creates unequal conditions between the developers of an apartment building and a residential house.

The member of the RA NA Standing (Head) Committee on State and Legal Affairs Artur Davtyan presented the endorsement of the Committee. Welcoming the initiative, the deputy urged his colleagues to vote in favor of the draft law.

In his co-report, the RA Deputy Chairman of the Urban Development Committee Davit Grigoryan said that technical proposals presented by the executive body were adopted.
