On March 15, at the regular sitting of the RA NA Standing Committee on State and Legal Affairs the RA Deputy Minister of Justice Grigor Minasyan presented for debate in the first reading the package of the draft laws on Making Addendum to the RA Civil Code, on Making Addendum to the Law on State Border.

The main goal of the draft law is to ensure the returnability of the transport means being subject to leasing. In case of the adoption of the draft laws, the possible problems related to the crossing of the border of the Republic of Armenia through the transport means being subject to the lessor without the leaseholder’s consent to be prevented, the returnability of the subject to the lessor to be provided.

The functioning legal norms completely regulate through the transport means being subject to leasing by the leaseholder or the authorized person by him/her the practical problems related to crossing the border of the Republic of Armenia. As a result, the leaseholder can cross the border of the Republic of Armenia any moment through transport means being a subject of leasing, thus putting under risk the realization of the transport means being subject to leasing. Dispositive regulation is set by the draft law, giving an opportunity to the leaseholder to cross the border of the Republic of Armenia exclusively by the leaseholder’s consent, thus reaching to minimum the risk of the possible loss of the transport means being subject to leasing.

The co-rapporteur NA deputy Artur Davtyan, highlighting the given draft law and called on his colleagues to vote for it.

As a result of voting, the legislative package was approved by the Committee.
