Issues Related to Transferring the Right to Lithosphere is Proposed to Regulate Use

On April 12, the National Assembly debated in the first reading the draft law on Making Amendments and Addenda to the Code on RA Lithosphere. The Deputy Minister of the Territorial Administration and Infrastructure Hovhannes Harutyunyan presented the draft law.

The adoption of the draft law will regulate the legal relations related to the extension of the term of the functioning right to the lithosphere use because of the emergence of transferring the right to lithosphere use and insurmountable force.

The legal relations connected with the substances being presented for entomological examination will also be regulated, the definition of the order, the report forms and filling in the guidebooks of submitting the annual report on the move of the reserves of the minerals will be fixed, as well as the notion forecast natural resource will be more precisely given in the professional respect.

The deputy Babken Tunyan conveyed to the speaker the concern of some NGOs related to the word combination civil disobedience existing in the draft law. He informed that the abovementioned formulation, according to the NGOs contains uncertainty, it is not understandable.

The rapporteur Hovhannes Harutyunyan clarified that after debating the draft law in the first reading at the Committee, they met with representatives of the NGOs, some issues were debated and clarified.

According to the Deputy Minister, the term ‘civil disobedience’ will be used in the code for the first time, and that means that in certain situations people can organize actions against this or that policy, which is pursued by the Government or the authorities.

The Deputy Chair of the NA Standing Committee on Economic Affairs Babken Tunyan informed that the Committee endorsed the draft law.
