Main Purpose of Public Services Regulatory Commission Should be Best Balance of Intersecting Interests of Citizen, Economic Entity and State: Seda Shahinyan

The Government nominated Seda Shahinyan as a candidate for the position of a member of the Public Services Regulatory Commission of the Republic of Armenia.

On April 14, the National Assembly debated the issue of the election of a member of the Public Services Regulatory Commission of the Republic of Armenia.

The candidate presented the problems requiring a priority solution in the field of public services, referred to further things to do and approaches. She noted that the sphere has economic, political significance and resonance. According to her, here the interests of the citizen, the economic entity and the state intersect. That is why the Public Services Regulatory Commission should balance those interests and solve the problems that arise.

Seda Shahinyan assured that real balance of interests is possible only with the establishment of an independent regulatory institute, which, on the one hand, must be specialized, on the other hand, must be endowed with the adequate toolkit necessary for an arbitrator.

The speaker answered to the deputies’ questions, which referred to the sphere of energy.

The RA Minister of Justice Karen Andreasyan presented the candidate’s biographical data. Seda Shahinyan is a lawyer by profession. In 2004, she worked at the Public Services Regulatory Commission, from a leading specialist to the Head of Legal and Licensing Department.

In 2019, she was appointed as the member of the Public Services Regulatory Commission of the Republic of Armenia by the decision of the National Assembly for a period of three years.

After voting, the Chairman of the NA Counting Commission Narek Babayan informed that Seda Shahinyan was elected a member of the Public Services Regulatory Commission by 67 votes in favor.
