Status is Not End in Itself, and We Shall Not Forget the Essence of the NK Conflict: Arusyak Julhakyan

From the beginning and always the Artsakh issue has been observed by the Republic of Armenia as an issue of right and security. The prime Minister has said that what has always been on the basis of the conflict: we are going to the direction of the protection of rights and security of the Artsakh Armenians, and in that context the status for us should not be an aim, but a means. On June 15, the deputy Arusyak Julhakyan noted during the parliamentary briefings following the NA regular sittings answering to the question referring to the clarification given by the RA Prime Minister Nikol Pashinyan on the Artsakh status.

As Arusyak Julhakyan observed, according to the Prime Minister, the status should not be an aim for us, but should be a means for ensuring the security and rights of the Artsakh Armenians.

Highlighting the RA Prime Minister’s speech, the Secretary of the Faction Artur Hovhannisyan has noted that an attempt is made to close the crack that is between the community and the negotiation process, in essence. To consolidate on the peace agenda, it is important that we all know what has happened, what is happening on the Artsakh issue, and on that way we should go forward, managing all the risks, which have emerged,” the deputy said.

It was also underlined that speaking about step back, we should understand what baseline data have been, and saying step back what should we understand.

“The status is not end in itself, and we should not forget the very essence of the Nagorno Karabakh conflict,” Arusyak Julhakyan stressed.

Artur Hovhannisyan has also noted that they are led by the execution of the Artsakh people’s rights and ensuring security.

“We speak about the continuous process: Serzh Sargsyan continued Robert Kocharyan’s agreements. Serzh Sargsyan’s agreements ended in 2018, when he announced that we have appeared in a situation, when, in fact, the war is inevitable, and conditions have been before us, which are unacceptable for the Republic of Armenia. After that it has happened what has happened. And now in the negotiation processes there are distinctly stipulated principles, which the RA authorities of that time have accepted as a negotiation ground. We could not take into consideration all this. Now the negotiations are going on for the execution of the guarantees and rights of the Artsakh people’s security,” Artur Hovhannisyan said.

During the briefings a reference was made to the information published in the press, according to which, the Civil Contract Faction has a candidate for the RA Prosecutor General’s candidate, and in particular, the names of Anna Vardapetyan and Vladimir Vardanyan are circulated. The Secretary of the Faction answered that the society will be informed about the approved decision in the near future.

According to Artur Hovhannisyan, there are discussions on depriving some deputies of their mandates, which are a result of public demand. Numerous citizens, seeing the behavior of the opposition, and how the opposition uses the parliamentary mandate, presented such demand. “Different deputies have different opinions, but there is no decision yet,” the deputy said.

Tsovinar Vardanyan has added on the theme that the Chair of the RA NA Standing Committee on Economic Affairs is the deputy of the Armenia Faction Vahe Hakobyan, who has not participated in the Committee sittings many times. The issue of depriving from mandate the Committee Chair has not been discussed yet.

Let us note that the Armenia and With Honor factions did not take part in the parliamentary briefings following the NA regular sittings.
