The legislative package was debated for about one year at different levels, numerous proposals were observed. We have worked with the RF colleagues on a number of issues, including the structure of the Armed Forces and the Ministry: the RA Minister of Defense Suren Papikyan said and added that the basis of the vertical management of the Armed Forces and the Ministry is laid with the package of the drafts.

At July 6 extraordinary sitting of the NA Standing Committee on Defense and Security the draft on Making Amendments and Addenda to the RA Law on Defense and the package of the enclosed drafts was also debated in the first reading.

Suren Papikyan noted that the scope of the functions of the Chief of General Staff of the Armed Forces was specified. The post of the Chief of General Staff of the Armed Forces as the RA First Deputy Minister of Defense to improve the vertical system of the management and to raise the efficiency of the Armed Forces’ management.

The NA deputies were in favour of the legislative package. The Chair of the NA Standing Committee on Defense and Security Andranik Kocharyan stressed the necessity of the vertical management of the Armed Forces and the Ministry of Defense. To Armen Khachatryan’s conviction, by the adoption of the package of drafts the defense ability of our country will essentially rise.

In his final speech the RA Minister of Defense Suren Papikyan noted that the legislative package would have an essential and important impact on the development of the RA Armed Forces.

As a result of debate, the Committee members endorsed the package of drafts.
