Parliament to Debate the Legislative Initiative on Creating Ministry of Internal Affairs in Autumn

The fight against crime, legal violations has no political responsible person. We have political responsible person in the sphere of health on behalf of health, we have - in the sphere of economy, we have – in the sphere of Ministry of Defense, and the fight against criminality, the internal security of the country has no responsible person. We should not expect that this sphere should normally develop in this situation. We need to create a ministry and have a minister: “The Deputy Chair of the Committee on Defense and Security Armen Khachatryan said in his speech during the parliamentary hearings on the theme ‘On Process of Creation of the Ministry of Internal Affairs.’

He underlined that it is important that the police will have an investigative body in order the Investigative Committee will not be additionally overloaded.

“This is a very important initiative, and we, as a political force will be next to these reforms, we’ll defend them, as we consider that they are vitally important for our country and statehood,” the NA former deputy, politician Arman Babajanyan said during his speech.

The speakers positively assessed the initiative of creating Ministry of Internal Affairs, presented proposals and remarks.

The member of the political board of the party For Republic Artashes Khalapyan, who teaches in the RA Police Educational Complex, welcomed the creation of the Ministry of Internal Affairs, conditioning the noticeable reforms in the system of police also by the availability of the educational component. “If the process of the creation of the Ministry of Internal Affairs also, where I don’t doubt, be accompanied by rather great attention to the education and practical steps, I believe that this reform will succeed,” he said.

The OSCE expert Lauri Tabur, presenting in his speech the experience of Estonia, touched upon the issues of the civil control of the law enforcement bodies and, in general, the public security. Highlighting the reforms being implemented in the police system, Lauri Tabur appraised the work of police service.

In her concluding speech the RA Deputy Minister of Justice Arpine Sargsyan effectively constructively appreciated the discussions held in the parliamentary hearings. According to her, the discussions still continue: the package will be revised within 10 days. Underscoring that voluminous work has been done within the framework of the Ministry of Internal Affairs, Arpine Sargsyan noted that still a lot of work should be done for reaching logical end.

Summing up the hearings, the Chair of the NA Standing Committee on Defense and Security Andranik Kocharyan referred to the viewpoints and proposals sounded in the speeches and gave clarifications. Regarding the staff policy in the sphere, The Committee Chair emphasized the making of a new policeman/policewoman with the features and character acceptable by the community.

The legislative initiative of the Government on creating Ministry of Internal Affairs will be submitted for debate in parliament in September.
