Agreement to Permit Exchanging Credit Information to Credit Bureaus of EAEU Member Countries

The Agreement on the Order of Exchange of Information Entering in the Credit Stories within the framework of the Eurasian Economic Union sets the order of exchange of the information included in the credit histories. The use of such information is aimed at the deepening of integration processes of financial markets and the formation of the common financial market within the framework of the EEU. The goal of the Agreement is to provide equal conditions for the citizens of the EEU member countries in terms of accessibility to credit resources regardless of their factual venue.

The draft law on Ratifying the Agreement was debated at September 5 sitting of the NA Standing Committee on Regional and Eurasian Integration.

According to the RA Deputy Governor of the Central Bank Hovhannes Khachatryan, the exchange of the credit history will take place in case of the consent of the citizen exclusively with credit history. It is supposed that the Eurasian Economic Commission on technical demands.

The deputy Khachatur Sukiasyan highlighted the issue of the protection of the citizens’ personal data, as there is a problem of the security. The Deputy Governor of the Central Bank assured that the best will be done for reaching the information to non-legal passing to minimum or excluding it.

The bill received the endorsement of the Committee.

At the sitting the Committee debated in the second reading and endorsed the bill on Customs Regulation and the enclosed legislative package presented by the Government.

As the Deputy Minister of Finance Arman Poghosyan informed, after being adopted in the first reading the Government reviewed the package.

The necessity of the adoption of the drafts is conditioned by the EAEU Customs Code approved by the Treaty of April 11, 2017 on the Customs Code of the Eurasian Economic Union the legislation on the RA Customs Regulation, as well as the circumstance of complying to the regulations established by other legal acts. As a result of the adoption of the package, the relations reserved to the national legislation of the Eurasian Economic Union member states is expected to regulate, to set the measures of the responsibility on the legal breaches in the customs sphere.

The package will be debated during the NA upcoming regular sittings.
