The construction or demolition work is done by the RA legislation on the basis of the permissions of preliminary agreed construction or demolition, but in case of not fulfilling the demand stipulated by the permission of the obtained building by the established order, the administrative responsibility measures by the RA legislation are not distinctly established. The existing regulations only refer to the constructions works.
The amendment of the package presented by the Government relates to the decision of the amount of fine being applied in case of not finishing the construction on time. At present, in a number of cases the construction is carried out without budget documents, which does not contradict the legislation. As a result, in case of violation of terms it is not possible to set the amount of fine. The draft law sets a mechanism of fine decision by calculating the enlarged costs. At October 4 NA sitting, the Deputy Chairman of the Urban Development Committee Davit Grigoryan, presenting the proposing amendments to the RA Code on Administrative Offences and law on Urban Development, informed the abovementioned regulations.
By the adoption of the drafts responsibility measures will be designed in cases of permission of not doing demolition or construction work or without demolition being designed by relevant permission in the sphere of urban development (clients and executors).
