Addendum Made to RA Law on Regulation of Administrative Legal Relations

The Government proposes an addendum to the Law on Regulation of Administrative Legal Relations . The Article 4 of the law will be added with new part 5, according to which, it is defined that the Government approves the model forms of the charter of the state institutions implementing projects within the bodies of the state administration system, as well as the charter. The Deputy Minister of Justice Armenuhi Harutyunyan clarified that according to the current legislation, the decision of the Government on Approving the model charter of the state institution implementing projects within the republican executive bodies of October 7, 2010 serves as the basis and authorizing norm for the legal acts regulating the activities of the state institutions implementing projects within the republican executive bodies, the current bodies of the state administration system, which, however, was adopted back in 2010, when the bodies of the state administration system were called republican executive bodies.

“Therefore, it was necessary to elaborate the above-mentioned draft in order to ensure the application of the principle of legal certainty, to maintain the relevance of the existing legal regulations and to exclude their obsolescence, as well as to clarify the legal formulations,” the rapporteur noted.

The conclusion of the NA Standing Committee on State and Legal Affairs on the draft is positive.

The parliament debated the draft in the first reading on October 4.
