Hakob Arshakyan Highlights Strategic Appraoches on Innovation and High Technologies

Today, the financing of the military-industrial complex, scientific-research, experimental-constructive programmes has increased more than 4 times compared with 2017, making more than 6.8 billion AMD for 2023: the RA NA Vice President Hakob Arshakyan said in his speech on the draft law on the RA State Budget for 2023 at the RA NA regular sitting on November 16.

The NA Vice President thanked the Committee members, the counterparts of the Government for properly fulfilling the institutional work and reaching it to its destination.

He noted that it was repeatedly spoken that the most rapidly developing branch of economy of Armenia is the high technological industry, the development of which is combined with the development of the military-industrial complex and other branches, the rise of their efficiency and productivity.

Hakob Arshakyan spoke about the cornerstone decisions made in 2019, particularly noting the military-industrial complex, scientific-research, experimental-constructive programmes, the development of the Military-industrial Complex, the creation and the boosting of the local productions, the licensing of the local productions were singled out from the functions of Ministry of Defense and were reserved to the Ministry of Hi-Tech Industry.

“Thus, we can record that our decisions made for separating the producer and the consumer, increasing the volume of the implementation of the military-industrial, scientific-research, experimental-constructive programme, gave their tangible results. We can record that today there are serial productions of a number of different kinds of products and a number of serial productions of disarmament, which received state and military experiments and are supplied,” the NA Deputy Speaker noted.

Touching upon the development of the defense system, Hakob Arshakyan said that in 2023, it is designed to increase the financing volumes of the Ministry of Defense by more than 120 billion AMD. The NA Vice president underlined that efforts are made by the Government to strengthen the trust among the society towards the service in the Armed Forces, the involvement of the officers, the development of the military educational mechanisms, modern disarmament, obtaining military technique and in other directions, which will result in the creation of the gradual professional army. According to him, the military-industrial successes in the modern direction, the obtaining of the new kind of disarmament, military technique should be accompanied with the education and engagement of the relevant human resources. It is more and more necessary to have a crew having command of automatic management systems to high technologies, unmanned aerial vehicle. During the conscription period it is necessary to take into consideration all these circumstances and involve the conscripts with relevant skills in the educational programmes,” he noted.

Summing up, Hakob Arshakyan also highlighted the strategic approaches in the innovation, high technologies.
