Parliament Convenes Extraordinary Sitting: Draft on Causing Humanitarian Crisis in Nagorno Karabakh by Azerbaijan Discussed

On December 14, the National Assembly convened an extraordinary sitting at the NA deputies’ initiative, having on the agenda one item. The NA Draft Statement on Causing Humanitarian Crisis in Nagorno Karabakh by Azerbaijan presented by the NA Civil Contract Faction.

The Secretary of the NA Armenia Faction Artsvik Minasyan informed that on the previous day the parliamentary opposition factions put in circulation the initiative related to the genocidal policy of Azerbaijan and Lachin corridor and proposed the deputies to discuss it at the extraordinary sitting today. “A few minutes ago the sitting of the NA Council was held, where the initiative of the opposition factions was rejected, and now the initiative of the Civil Contract Faction is under discussion. To our assessment, it will be better not to make this statement,” Artsvik Minasyan particularly said, adding that the Armenia Faction would not take part in the discussion of the NA draft statement authored by the Civil Contract Faction. According to him, the draft authored by the power faction does not stem from the interests of Armenia.

The With Honor Faction also did not take part in the discussion. Tigran Abrahamyan presented the reason of not taking part in the discussion. To his evaluation, the draft of the Civil Contract Faction is not adequate to the military-political situation created around Armenia and Artsakh. “The statement and the approach that you express do not prevent in any way the impending danger, but give Azerbaijan green light in the same way,” Tigran Abrahamyan said.

The Head of the Civil Contract Faction Hayk Konjoryan presented the NA Draft Statement on Causing Humanitarian Crisis in Nagorno Karabakh by Azerbaijan.

Hayk Konjoryan touched upon the opposition colleagues’ viewpoints and commentaries. “The opposition also made NA Draft Statement. We, as until now, also in this case, the political majority was ready to discuss with the opposition and have a united text of statement. During the sitting of the NA Council, we as a ruling faction, proposed the opposition to show unity in these difficult conditions and be able to make unitedly one stamen and to send a united message to the international community,” the Head of the Faction particularly said, adding that the opposition colleagues had not accepted this proposal. Hayk Konjoryan clarified that opposition not only refused to take part in discussing the draft submitted by the Civil Contract Faction and presenting their remarks. According to him, the goals of the opposition was to have rally in the National Assembly, which did not happen.

In their interpellations the deputies tried to find out the reasons of the actions by the opposition.

According to Hayk Konjoryan, the public statements made by the opposition and the actions contradict each other. “In fact, the following picture is on the basis of the opposition’s actions, if you don’t agree with our ultimatum demands, then we’ll leave and go away,” the Head of the Civil Contract Faction noted and added that there are formulations in the draft statements brought forth by the opposition, which in this case do not fit in the toolkits of the official foreign policy being carried out by the Republic of Armenia, they cannot help, but can damage the work to be done by their nature. “There has not been any proposal, the opposition has not expressed any concrete disagreement around any thesis or any sentence,” Hayk Konjoryan underlined.

The deputies Vigen Khachatryan, Arsen Torosyan and Hovik Aghazaryan proposed not to address by the draft to the Russian Federation, but demand them to take actions for ensuring the full realization of the provisions stipulated by the trilateral statement in the zone of control by the Russian peacekeepers.

In this context Hayk Konjoryan expressed opinion that Azerbaijan carries out purposeful action for devaluation and discrediting of the Russian peacekeeping troops and the Russian peacekeepers. According to him, the discussions on extending the term of the Russian peacekeeping troops’ activity in the Lachin corridor should be matter of subject.

“Our approach that the way of the Nagorno Karabakh issue solution is the direct dialogue between Stepanakert and Baku. We make efforts in order to create international mechanisms which will give opportunity to have that dialogue. In this Draft Statement we have noted about this,” the Head of the Faction documented and added that the harmonized messages with direct and official diplomacy by the parliament will be very important that the international community will understand and give right evaluation, take right actions for the solution of the created situation.
