National Assembly Debates a Number of Issues in Second Reading

At January 16 sitting, the parliament debated in the second reading a number of legislative initiatives.

The aim of the amendments to the law on Energy is to regulate the issues connected with the energy system, the transition of the market new model. The RA Deputy Minister of Territorial Administration and Infrastructure Hakob Vardanyan presented the draft.

The bill on Geodesic and Cartographic Activity and the package of presented bills regulate the relations on the implementation of geodesic, cartographic activities, creation and collection, preservation, use, provision, spreading, exchange and management of the spatial data. According to the Head of Cadastre Committee Suren Tovmasyan, the complete of the spatial data is introduced by the initiative.

The Head of Cadastre Committee Suren Tovmasyan spoke up the amendments and addenda authored by the Government to the on State Registration of Rights towards Property. Editorial amendments were made after the first reading.

The Government proposes amendment and addendum to the law on Multi-Apartment Building Management to enshrine the legislative bases necessary for the introduction of the specialized activity of the multi-apartment building management. According to the Chairman of the RA Urban Development Committee Armen Ghularyan, the management of the multi-apartment building by the initiative will be observed as a kind of specialized activity. In case of passing the law, it will enter into force in 2025.

The draft on Making Addendum to the law on Foreigners authored by the MP Gevorg Papoyan is aimed at the expansion of the foreign citizens’ rights. The initiative has not been amended from the first to the second reading.

The restrictions of the genetically modified organisms’ (GMO) use are regulated in Armenia by the draft on Genetically Modified Organisms. The RA Deputy Minister of Economy Ani Ispiryan presented the bill on Genetically Modified Organisms and the enclosed submitted package of bills.

To make more accessible the registration process for being engaged with business in Armenia the Government proposes amendments and addenda to the law on State Registration of Legal Persons, , State Accounting of Separated Sub-divisions of Legal Persons, Institutions and to the enclosed laws to it. The RA Deputy Minister of Justice Armenuhi Harutyunyan presented the initiative.

To regulate and to adjust some provisions of the law on General Education the deputies Lilit Stepanyan, Heriknaz Tigranyan and Sisak Gabrielyan propose amendments to the law on Genereal Education, The Government submitted 2 proposals from the first to the second reading, which were accepted.

“The draft was debated with the MPs from the first to the second reading, dozens of proposals were presented, which were accepted with majority,” the RA Minister of Education, Science, Culture and Sport Zhanna Andreasyan said, introducing in detail the amendments to the law on Preliminary Professional (Vocational) and Medium Professional Education authored by the Government.

The RA Deputy Minister of Economy Armen Arzumanyan presented the amendment to the law on Notification of the Activity Implementation.

The standards of the implementation of the organizations’ educational programmes are specified with the addenda to the law on Education.
