Committee Endorses Draft Proposing Addenda to Law on Aviation

The draft refers to those organizations that want to get an aircraft operator's certificate in the Republic of Armenia. In case of bad reputation of the persons authorized to manage these organizations, the aircraft operator's certificate provision may be refused. The draft also defines the grounds for refusal. This was stated by the RA Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan at the February 22 sitting of the NA Standing Committee on Economic Affairs, introducing the draft law on Making Addenda to the Law on Aviation for debate in the second reading.

According to the Deputy Minister’s information, after the first reading, the draft was not changed in content.

Answering the MPs’ questions about the restrictions, Armen Simonyan said that the international experience was studied and this approach was proposed.

“We are not talking about any airline, but about the persons who are the shareholders or owners of that airline or those organizations against which there are certain reservations defined by law: conviction, international investigation, etc. The current legislation does not regulate this,” the Deputy Minister clarified and added that any individual involved in the frauds can introduce the documents defined by law, get an aircraft operator's certificate and hijack the aircraft. “This was the main indicator to introduce this legislative initiative,” he said.

The Committee endorsed the draft.
