Energy Security as Supremacy

At May 24 NA sitting the MPs adopted by voting the previous day debated bills on Defining Privileges of E nvironmental Payments  to “Yerevan Jur” (Yerevan Water) CJC and on Making Amendments to the RA Law on Making Addenda to the Law on Environment and Use of Nature Payments, on Making Amendment to the Law on Holidays and Memorial Days and ratified the international agreements on Millennium Challenge signed between the RA government and the US, which acts through “Millennium Challenge” Corporation and on 2005-2006 Financial Corporation between the RA government and Federal Republic of Germany.

Areg Galstyan submitted the draft law for the first reading on Making Amendment to the Law on Energy. Answering the MPs’ questions Areg Galstyan, the Deputy Minister of Energy noted that the “KFM” company hasn’t yet allocated credits for plant constructions and discussions at CB Council are conducted concerning this case.

Hrayr Karapetyan, the NA Deputy also highlighted the bill in sense of national security concept development, where the creation of alternative power bearing substances is primary.

The MP Ghonjeyan Grigor finds that the state should buy the power of small energy plants.

Tigran Davtyan, the Deputy Minister of the RA Ministry of Trade and Economic Development presented the bill on Making Amendments to the RA Law on Approving the list of Goods Imported by Organizations and Solitary Entrepreneurs under a 0 Customs Rate and not Subject to Excise Taxation, for which Customs Authorities shall not Accrue and Collect VAT .

Armen Alaverdyan, the Deputy Head of The State Tax Service adjunct to the RA Government, presented the bill on Making Amendment to the RA Law on Currency Regulation and Control.

The Deputy Head of The State Tax Service also submitted the bill on Making Amendment and Addendum to the RA Law on Income Tax.

The draft law on Making Amendments and Addendum to the RA Criminal Code was debated for the first reading, which presented A. Osikyan, Deputy Head of The State Tax Service adjunct to the government.

The NA Standing Committee on State and Legal Affairs and the NA Standing Committee on Financial-Credit, Budgetary and Economic Affairs endorsed the bills.

The MPs debated the bills for the second reading on Defining Privileges of Environmental Payments  to “Yerevan Jur” (Yerevan Water) CJC and on Making Amendments to the RA Law on Making Addenda to the Law on Environment and Use of Nature  Payments, on Making Amendment to the RA Law on Fixed Payments, on Making Amendments and Addenda to the RA Criminal Executive Code, on Making Amendment to the RA Criminal Code, on Making Amendment and Addenda to the RA Criminal Procedure Code, on Making Amendments to the RA Law on Fixed Payments for Tobacco Production, on Constitutional Court and on Making Amendment and Addenda to the RA Law on Licensing.

According to the NA Rules of Procedure the last sitting was allotted to the MPs’ question and answer. The National Assembly will continue the activity of the four-day sittings on May 25.
