The law on Making Addendum to the law on Police and the package of the drafts proposes to design that the police shall take measures also for helping the people subjected to violence in the family.
The law on the Rights of the Child proposes to fix an authorizing norm, according to which, the RA Government defines the order of directing relevant bodies for providing protection or support of the child subjected to violence, the support forms being provided to the child subjected to violence and the order of providing them.
The RA Deputy Minister of Internal Affairs Arpine Sargsyan noted that in the police new subdivisions are shaped, and the existing sub-divisions are reshaped, which results in also to legislative and functional changes. Taking into consideration the abovementioned, as well as the fact that the scope of the powers of the community police employees will be reviewed, the logic of the services being rendered to the society will be changed, and the functions will be improved.
It was noted that within the vision of redefinition of the Community Police it is designed to optimize the service functions, giving an opportunity to focus on sensitive and important issues for the community.
“Our employees shall be more professional,” Arpine Sargsyan said. The co-rapporteur, the Committee member Vilen Gabrielyan presented a number of proposals, which will be debated during the period from the first to the second reading.
The RA Deputy Minister of Internal Affairs Arpine Sargsyan in the first reading also presented for debate the draft law on Making Addenda and Amendments to the law on Service in the Police.
It was noted that within the framework of the ongoing reforms in the Ministry of Internal Affairs the essential improvement and replenishment of the professional readiness of the criminal police staff members is considered an important direction.
It is designed also to envisage that the heads of the Patrol Service in the Police, Criminal Police and the Chief departments providing Public security by their position will be considered Deputy Heads of Police.
According to the key rapporteur, the draft creates a legal basis for one-time replenishment in operative way with the graduates of the more targeted educational programme of the criminal police.
The co-rapporteur, the Deputy Chair of the Committee Armen Khachatryan, emphasized the adoption of the draft and stressed the inclusion of the order of holding the planned completion. According to him, the holding of the competition is a new approach.
As a result of debate, the Committee endorsed the legislative initiatives debated in the first reading.
The initiatives were debated at May 30 sitting of the NA Standing Committee on Defense and Security.
