Parliament starts work of regular sittings: It is planned to reform legislation on material reserve

The National Assembly started the work of regular sittings on June 13. The agendas of the NA fifth session of the eighth convocation and the regular sittings to be convened on June 13 were approved.

According to the NA decision, the second reading debate of some issues will be carried out within twenty-four hours after their adoption in the first reading.

The package of draft laws on Making Addenda and Amendments to the RA Code on Administrative Offenses and on Making Addenda to the Law on Material Reserve presented by the RA Deputy Minister of Internal Affairs David Hambaryan was debated in the first reading.

With the adoption of the initiative, the organizations maintaining the material values of the strategic reserve will submit the report on the balance and movement of the goods that are strategic reserves they have accumulated electronically, which will become more controllable during the oversight carried out by the authorized body.

David Hambaryan also informed that according to the law on Material Reserve, the inspection bodies carrying out oversight in the relevant field will carry out control over the material reserve legislation, including the maintenance of requirements within the scope of their powers. As a result of the administrative proceedings initiated on the basis of relevant inspections, the inspection bodies will be obliged to apply measures of administrative liability.

The deputy of the NA Civil Contract Faction Arman Yeghoyan asked David Hambaryan whether physical oversight is carried out over strategic reserves, whether their quantity and expiration dates are checked.

David Hambaryan explained that regular inspections are carried out by the relevant office. The package also specifies the mechanisms that will have clear liability with their consequences in case of violations recorded as a result of joint inspections with the inspection bodies.

The NA Standing Committee on Defense and Security endorsed the initiative.
