Requirements for transportation providers to be set according to international standards

In the RA, the features of interstate cargo transportation defined by the Quality Charter for International Road Haulage Operations in the multilateral quota system of the European Conference of Ministers of Transport (ECMT) are not fully regulated. The RA Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan said this.

At the sitting of the RA NA Standing Committee on Economic Affairs on September 5, the draft law on Making Addenda to the Law on Road Transport and the enclosed package of draft laws authored by the Government was debated.

The necessity to adopt the package of draft laws of the RA is due to ensuring the implementation of clauses 28 and 30 of the Transport section of the road map for the implementation of the Comprehensive and Enhanced Partnership Agreement signed between the EU and the European Atomic Energy Community (Euratom) and their member states, approved by the decision of the RA Prime Minister. It is designed to harmonize the requirements of the RA legislation with the requirements of the EU legislation and fulfill the obligations undertaken by the RA under the international multilateral agreement.

The legislative amendment will define the requirements for good business reputation, financial means and professional qualifications for the organizations that carry out interstate cargo transportation and passenger transportation by road transport, as well as the features related to conducting interstate transportation.

According to Armen Simonyan, requirements will be set for drivers with ‘C’, ‘D’, ‘CE’, ‘DE’, ‘C1E’, ‘D1E’ categories carrying out transportation by general use motor vehicles to undergo periodic professional training and receive professional qualification certificates.

The Deputy Chair of the Committee Babken Tunyan inquired what will happen to the operating companies if it is revealed that the activities do not meet the established standards. Armen Simonyan answered that ECMT permits are not issued or those issued are suspended until the business reputation is restored.
