Draft aimed at increasing efficiency of customs control conditioned by fact of analyzing information collected in advance

Currently, for the goods delivered to the territory of the Republic of Armenia by international postal and courier shipments, before the arrival of such parcels in the territory of the country, the information necessary for the organization and implementation of customs operations by the customs authorities, as well as the implementation of customs control, is not submitted by the freight carriers. The relevant information is submitted after the arrival of the parcels, which makes the implementation of customs operations aimed at the release of goods by the customs authorities time-consuming. At the same time, in many cases, the presence of the persons receiving the goods is also required, which also leads to the extension of the release period of the goods.

This was stated by the Deputy Chairperson of the State Revenue Committee (SRC) Tsovinar Soghomonyan at the NA regular sitting on September 12, who presented the package of drafts on Making Amendment and Addenda to the Law on Licensing and on Making Addenda to the Law on Postal Communication for debate in the first reading.

According to the Deputy Chairperson of the SRC, the proposed amendments are intended to create appropriate legal bases for the collection of information on goods imported from foreign countries by persons carrying out postal and courier activities and submission to the customs authorities.

The Chair of the NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport Sisak Gabrielyan inquired whether it is possible to make customs payments through that platform before the goods arrive in Armenia.

In response, the SRC Deputy Chairperson mentioned that in fact this system is still functioning today.

The NA Vice President Hakob Arshakyan, detailing his colleague’s question, asked whether it is possible to make customs payments for goods bought from any country on the spot.

Tsovinar Soghomonyan stated that this system continues to function, and the purpose of the package is to create appropriate additional legal bases.

The member of the NA Standing Committee on Economic Affairs Karen Hambardzumyan presented the endorsement of the Head Committee and called on his colleagues to vote for it.
