At the Sitting of the National Assembly

At October 4 sitting the MPs adopted by voting the drafts on Making Amendments and Addenda to the RA Criminal Code, on Making Addendum to the RA Law on Social Protection of the Children without Parental Care, on Making Amendments and Addenda to the law on Social Security of Military Servants and Their Family Members.

Mr. Vahan Hovhannisyan, continuing his extraordinary speech interrupted in the previous sitting  related to the draft on Bodyguard Activity, stated that the law is not granting rights to those, dealing with bodyguard activity but on the contrary, it restricts their rights, and the police is given the real opportunity to control the sphere. According to the Vice President of the Parliament, the draft is of social but not of political importance. Mr. Hovhannisyan considers that the law is born when there is a demand regulating any phenomenon.

Artur Aghabekyan, Deputy Defense Minister, submitted the legislative package on Military Police, on Making Addendum to the RA Criminal Procedure Code, on Making Addendum and Amendments to the RA Code on Administrative Offences, on Making Addendum to the RA Law on Police.

Aramayis Grigoryan, Chairman of the Standing Committee on Defence, National Security and Internal Affairs of the National Assembly, presenting the endorsement of the committee related to the adoption of the draft said that the adoption of the law is conditioned by the imperative of establishing a legal state.

Artur Aghabekyan, Deputy Defense Minister also submitted the draft on Making Amendments to the RA Law on Civil Defence subdivisions.

Spartak Seyranyan, the member of the Standing Committee on Defence, National Security and Internal Affairs of the National Assembly informed about the endorsement related to the adoption of the draft. The draft on Making Amendments and Addendum to the RA Law on Frontier Troops, presented by Romik Harutyunyan’s, Deputy Head of the National Security Service, was debated through the first reading procedure.
Spartak Seyranyan, member of the Standing Committee on Defence, National Security and Internal Affairs of the National Assembly, presented the endorsement of the committee, noting that the authorities of the frontier troops are clarified by the law.

Mr. Harutyunyan also presented the draft on Making Amendments and Addendum to the RA Law on State Border.

Highlighting the debate of the issue, Grigor Harutyunyan, the defense of the border observed as a protection of state, population’s everyday economic activity provision.

Minister of Agriculture Davit Lokyan submitted for the first reading the next agenda issue, the RA draft law on Making amendments and Addenda to the RA Code on Administrative Offences.

Presenting the endorsement of the Standing Committee on Social Affairs, Health Care and Environment of the National Assembly, the Head of the Committee Mnatsakan Petrosyan said that the adoption of the draft is conditioned by the demands of complying with the RA Law on Agrarian State Inspectorates and by the demand of complying with the concepts defined in the RA Law on Veterinary.

Davit Lokyan, Minister of Agriculture presented the Government authorized drafts on Plants’ Protection and Plants’ Quarantine and on Making Amendments to the RA Law on Agrarian State Inspectorates, which were debated through the first reading.

Rafik Grigoryan presented the endorsement of the Standing Committee on Financial-Credit, Budgetary and Economic Affairs of the National Assembly, informing that the Government approved a number of proposals of the Committee.

According to the Chairman of the Standing Committee on Social Affairs, Health Care and Environment of the National Assembly Mnatsakan Petrosyan, the threshold of the border taxation should be up to 30 kg instead of 10 kg. He noted that the committee endorsed the adoption of the draft.

The international treaty on Plant Genetic Resources for Food and Agriculture adopted in Rome in November 2001, and the United Nations Convention against Corruption, adopted in New York on October 31, 2003 was submitted to the MPs.

According to the Rules of Procedure of the National Assembly, the last sitting was allotted to the question and answers of the MPs and the government. The four-day sitting will be continued on October 5.
