In the Agenda of the Extraordinary Session is the Amendment of the Tax Laws

On December 24, at the extraordinary sitting, the National Assembly continued the debate on the Tax Package.

The First Deputy Head of the State Revenue Committee of Armenia, Mr. Aharon Chilingaryan clarified the draft law on Patent Payment.

Mr. Vardan Ayvazyan, Chairman of the Standing Committee on Economic Affairs of the National Assembly said that the package had passed a monthly debate and a stage of parliamentary hearings before being submitted to the extraordinary session. The bill on Patent Payment, which is the main subject of the debate, also has the problem of regulating the field. The committee has endorsed the package. Later, presenting the view of the RPA faction, Mr. Vardan Ayvazyan noticed that the package was not presented with the draft of the budget, as it had not a fiscal goal. The deputy said that the RPA faction would vote for the draft.

The First Deputy Head of the State Revenue Committee of Armenia, also submitted the proposal of the executive body on making amendments and addenda to the laws on State Duty and on Aviation.

The drafts foresee, the levied state tax for the exit of air transport from the Republic of Armenia, to be included in the cost of the ticket.

The next issue of the agenda was the bill on Making Addenda and Amendments to the law on Fixed Payments, which for some kinds of activity foresees an opportunity for choosing tax procedures by fixed payment or general order.

The conclusion of the committee was positive. The Chairman of the Standing Committee on Economic Affairs also presented the endorsement of the RPA faction. Mr. Vardan Ayvazyan noticed that this is an improvement in the aspect of administration.

The MPs also debated the draft on Making Addendum to the law on State Debt.

Also the legislative package, comprised with the bill on Local Self Government in Yerevan City and more than 20 dozens of bills, was included in the agenda of the extraordinary session to be passed for the second reading.

Presenting the view of the Standing Committee on State and Legal Affairs of the National Assembly, Mr. Davit Harutyunyan also noticed that the most basic and important amendment is the reduction of the volumes of the powers, delegated to mayor. According to the chairman of the committee the more these powers, the more is controlled the mayor in the aspect of the professional point, hence also dependent from the executive body.

The package will be fully submitted at the sitting of December 25.

And at this sitting the law on Pan-Armenian Bank was passed through the first reading by the adjacent drafts.
