By the Assessment of the Secretary General of the Venice Commission There is Great Progress in the Establishment of Democracy in Armenia

As a result of cooperation of Armenia with the Venice Commission, we should say that the situation in the country has been incomparably improved in respect of establishment of democracy. Secretary General of the Venice Commission Mr. Gianni Buquicchio expressed this opinion during the meeting with journalists on October 3.

According to him, there is great progress in the establishment of democracy in Armenia, but the situation should be improved, and the country should become much more democratic. It is natural that during several years it is impossible to improve everything, as it is a long procedure. The important thing is that the country and its authorities have a will to continue in that path.

Mr. Buquicchio explained the shortcomings of the Venice Commission’s accepted law by the fact that though the wordings in the laws of the Republic of Armenia are not bad, but it is necessary to improve their application mechanisms in practice.

Mr. Gianni Buquicchio noted that becoming a member of the Venice Commission in 1995, he with President of the Constitutional Court Mr. Gagik Harutyunyan outlined the format of relations within the boundaries of which they had worked during these years. Armenia has constantly applied to the Venice Commission on the problems, which were important for Armenia. He considered the constitutional amendments of 2005 as one of the most important problems. The powers of the Constitutional Court, extension of framework of competencies, improvement of electoral legislation, laws on rallies and mass media were also in the framework of those issues.
