Parliament Debates the Report of the Control Chamber

On October 7, the National Assembly continued the work of the four-day sittings and adopted by voting all the bills debated the previous day, after which NA Vice-President Ms. Arevik Petrosyan continued answering the deputies’ questions, which concerned the package of draft laws on Making Amendment to the law of the Republic of Armenia on Children’s Rights and on Making Addenda and Amendment to the law of the Republic of Armenia on Television and Radio broadcasting debated on the previous day for the first reading.

The Chairman of the NA Standing Committee on Protection of Human Rights and Public Affairs Mr Mkhitar Mnatsakanyan endorsed the package of bills. RA Government also endorsed the bill. It was presented by RA Deputy Minister of Labor and Social Affairs Mr. Filaret Berikyan.

In the concluding speech, the co-author of the bill Ms. Arevik Petrosyan made believe that all proposals and remarks would be debated and solved.

Afterwards the Chairman of the RA Control Chamber Mr. Ishkhan Zakaryan submitted to the deputies the 2008 annual report of the Control Chamber according to the RA Constitution and law on the RA Control Chamber.

The results of the exercised control over ministries, regional administrations and communities were separately presented in the report.

After presenting the report, Mr. Ishkhan Zakharyan answered the numerous questions raised by the deputies.

In his question, President of the National Assembly Mr. Hovik Abrahamyan touched upon the section of the report presented by the Chairman of the Control Chamber Mr. Ishkhan Zakaryan that refers to the community lands. Mr. Zakaryan stated that community lands are sold at very high prices at one place and at low prices in another. The leader of the legislative body emphasized that when presenting problems one should also present an analysis of the problem so that the problem is clear.

The debate of the document will be continued at October 8 NA sitting. It won’t be voted after the debate. According to law, parliament will take as a notice.

In accordance with NA Rules of Procedure, at the last sitting of the day, National Assembly-Government question and answer session was held.
