On November 24 the Chairman of the NA Standing Committee on Defense, National Security and Internal Affairs Hrayr Karapetyan met with the delegation headed by the Senior Advisor on Police of the OSCE to Secretary General Knut Dreyer to discuss the programme of reforms of RA police system.

Mr Knut Dreyer said that he was familiar with the programme, before visiting Armenia he participated in Vienna in the discussions of the programme. The OSCE Secretary General follows the process of the fulfillment of the programme.

At Mr Dreyer’s request the Chairman of the NA Standing Committee on Defense, National Security and Internal Affairs thoroughly presented how the programme was politically supported, and how the parliamentary and civil control was organized.

Mr Karapetyan in particular noticed that in two issues the political forces could not disagree: one is the army, the other one – the reforms of the police system. He said that after the discussion of the programme in Vienna the Committee initiated with the OSCE Yerevan Office parliamentary hearings, heard the report of the police representative, discussed implementation of the reforms, legislative reforms concerning the issue were highlighted. The list of the two dozens of laws is specified, where it’s necessary to make amendments for the successful implementation of the programme.

Mr Karapetyan also emphasized the parliamentary control for keeping the time schedule, excluding the delays and providing the efficiency of the implementation of the programme.

Mr Karapetyan also said that RA President Serzh Sargsyan focused on the ongoing reforms in the police. He holds consultations connected with the issue, attentively follows the process of the implementation of the reforms.

The two parties underlined the importance of the political support, the cooperation between the NGOs and state bodies in the successful implementation of the programme.
