Sittings of the NA Standing Committees Held

On November 11 the sittings of the NA Standing Committees were held.

The regular sitting of the NA Standing Committee on Science, Education, Culture, Youth and Sport presided over by Artak Davtyan, and two legislative initiatives from the ones included in the agenda were debated. The debate of a number of legislative initiatives was postponed by the authors’ proposal.

The bill “On Amending the RA Law On Television and Radio” submitted by the RA Government in the second reading was debated.

The package of the bills “On Amending the RA Law On Higher Educational Institutional and Post-Graduate Specialized Education”, “On Amending the RA Law On Licensing” and “On Amending the RA Law on State Duty” will also be included in the draft agenda of the upcoming four-day sittings with endorsement.

By other decision the Committee made a decision to held parliamentary hearings on the theme “Protection of the Children’s Rights in the Educational Sphere of Armenia” on the initiative of UNICEF jointly with other NA head committees on December 13.

At the sitting of the NA Standing Committee on Territorial Management and Local Self-Government, which presided over by Hovhannes Margaryan the debate of the package of the bills, "On Amending the RA Law On Local Self-Government” and “On Amending the RA Law On Local Self-Government in the City of Yerevan” by Viktor Dallakyan’s proposal.

The Committee on Financial-Credit and Budgetary Affairs of the National Assembly moderated by Gagik Minasyan, approved the drat law “On RA 2012 State Budget,” giving authorities to the Committee Chairman to deliver a speech during the debate.

The Committee members also approved the annual programme of RA Control Chamber 2012 activity.

The Committee debated and would endorse the Government’s proposal of amending the law “On Banks and Banking Activity” to include in the agendas of the session and the four-day sittings.

At the sitting of the NA Standing on State and Legal Affairs , which moderated the Deputy Committee Chairman Artyush Shahbazyan, debated in the first reading procedure the bill “On Amending the RA Law On State and Non-Commercial Organizations.”

The Committee made a decision to postpone the debate of the legislative initiative by 60 days.

The bill “On Amending the RA Criminal Code was debated in the second reading.

The legislative package envisaging amendments to the laws “On Identification Cards,” “On Public Services Label Number” and in a number of laws stemming from them was also debated in the second reading.

The above-mentioned legislative initiatives, as well as the bills “On Amending the RA Criminal Code,” “On Amending the RA Law On Foreigners,” “On Amending the RA Law on Service Providing Compulsory Enforcement of Judicial Acts,” “On Amending the RA Law on RA Citizenship” and “On Amending the RA Judicial Code” will be included in the draft agendas of the NA upcoming four-day sittings.

The debates of a number of laws were postponed by 15, 30 and 90 days.

At the sitting of the Standing Committee on Health Care, Maternity and Childhood, which was presided over by the Committee Chairman Ara Babloyan in the first reading debated the package of bills “On Amending the RA Law On Human Reproductive Health and Reproductive Rights,” “On Amending the RA Family Code,” “On Amending the RA Code On Administrative Infringements.”

The package of bills “On Amending the RA Law On Human Blood and Donor of its Components and Transfusion Medical Aid” and “On Amending the RA Law On Organization and Holding Check-ups in the Republic of Armenia” were debated in the second reading.

At the sitting of the Standing Committee on Protection of Human Rights and Public Affairs, presided over by Aram Safaryan by the authors’ proposal t he debates of the bill “On Amending the RA Family Code” and the legislative package envisaging amendments in a number of laws adjacent to it were postponed up to 30 days, the legislative package “On Amending the RA Law On the Repressed” and “On Amending the RA Criminal Procedure Code” up to 60 days, the bill “On Unknown Lost” and the legislative package envisaging amendments in a number of laws adjacent to it up to 90 days.

At the NA Standing Committee on Economic Affairs presided over Vardan Ayvazyan the draft law “On Defining Privileges of Tax and Customs Payments towards the Construction Works of the Section Passing through the Territory of the Republic of Armenia of Iran-Armenia 400kw Electric Communitarian Air Line,” which presented RA Minister of Energy and Natural Resources Armen Movsisyan.

The Committee also debated the tax package including more than 20 draft laws, which RA Deputy Finance Minister Suren Karayan.

The Committee debated and endorsed the “2012 Activity Programme of the Committee Regulating the Public Services of the Republic of Armenia, as well as the package of bills submitted for the second reading “On Amending the RA Law On Trade and Services,” “On Amending the RA Law On Local Duties and Payments” and “On Amending the RA Law On Local Self-Government,” the bills “On Amending the RA Law On Presious Metals,” “On Amending the RA Law ON Fixed Payments of the Tobacco Product,” and the package of bills “On Amending the RA Law On State Registration of the Rights towards the Property,” “On Amending the RA Law On RA Budgetary System.”

At the sitting of the NA Standing Committee on Defense, National Security and Internal Affairs presided over Hrayr Karapetyan the RA draft law “On Amending the RA Law On Weapon,” which presented Artur Osikyan, Deputy Head of RA Police.

Armen Yeritzyan, RA Minister of Emergency Stuations, presented the package of the bills “On Amending the RA Law On Rescue Service of Armenia,” “On Amending the RA Law On Passing to Military Service,” “On Amending the Criminal Procedure Code of the Republic of Armenia.

The Committee Chairman Hrayr Karapetyan said that the package of bills “On Body Guarding Activity,” “On Amending the RA Code On Administrative Infringements,” “On Amending the RA Law On Licensing,” “On Amending the RA Law On State Duty” and the package of bills “On Non-State Protection Activity,” “On Amending the RA Law On State Duty,” “On Amending the RA Law On Licensing by the authors’ consent had been united and it would be submitted as a joint bill “On Private Body Guarding Activity.”

Ara Nazaryan, RA Deputy Defense Minister, presented the bill “On Amending the RA Law On Conscription.”
