Work of the NA Four-Day Sittings Continues

On December 3 the RA National Assembly continued the work of the four-day sittings. The parliament by voting passed the “The Annual Activity Programme of the RA Control Chamber for 2014” debated on the previous day.

By the NA President Hovik Abrahamyan's recommendation the deputies welcomed the lecturers and students of the Northern University, who visited the parliament within the framework of the NA “Open Doors” programme and were following the work of the sitting.

The parliament continued to debate the draft law of the RA National Assembly statement “On the Issue of Applying the Compulsory Component of the Accumulated Pension System” authored by the deputy Artsvik Minasyan.

The Secretary of the ANC faction Levon Zurabyan informed the attendees that the faction would vote for the draft law of the statement. He proposed to postpone the enforcement of the law by 1 year.

The Secretary of the Prosperous Armenia Naira Zohrabyan also proposed to postpone the enforcement of the law by 1 year and said that the citizens should accumulate exclusively by the principle of voluntarism.

The Chairman of the NA Standing Committee on Social Affairs Hakob Hakobyan presented the viewpoint of the RPA faction.

In his final speech the key reporter Artsvik Minasyan once again noted that the initiators were not against the reforms in the pension system, they were against the component “compulsory.” He proposed to postpone the enforcement of the law by 1 year and find admissible solutions by joint efforts.

The RA Deputy Minister of Finance Suren Karayan presented Credit and Financing Agreements and the parliament debated them.

The NA Standing Committees on Financial-Credit and Budgetary Affairs and on Foreign Relations endorsed the agreements.

By the presentation of the RA Deputy Minister of Defense Ara Nazaryan the legislators debated the treaty “On Military-Technical Cooperation between the Republic of Armenia and the Russian Federation” and “On Amending the RA the Civil Special Service.”

The Chairman of the NA Standing Committee on Foreign Relations Artak Zakaryan endorsed the treaty.

The parliament debated in the second reading the draft law “On Amending the RA Law on the State Duty,” authored by the deputy Vardan Ayvazyan.

The RA Minister of Labor and Social Affairs Artem Asatryan in the first reading proposed for debate the draft law “On Amending the RA Law on State Pensions.”

The Chairman of the NA Standing Committee on Labor and Social Affairs Hakob Hakobyan endorsed the draft law.

By the First Deputy of the RA Territorial Administration Vache Terteryan's recommendation the draft law “On Amending the RA Law on Financial Equalisation” was debated in the second reading.

By Artem Asatryan’s presentation the deputies debated the package of the draft laws “On Employment” and “On Amending the RA Code on Administrative Infringements.” The debate of the draft law will continue at December 4 NA sitting.

In accordance with the NA Rules of Procedure, the last sitting was allotted to the deputies’ announcements.
