On May 5 by the decision of the RA NA Speaker Galust Sahakyan and the on the initiative of the RA Government under Article 70 of the RA Constitution, and extraordinary sitting was convened.

By the decision of the National Assembly three sittings with one and a half hour duration will be convened every day of the extraordinary sitting. The duration of the first interval is one hour, and the second interval will be half an hour.

Afterwards the parliament by voting ratified the agreements “On the Construction of the New Bridge on the River Debed in the Territory of Sadakhlo-Bagratashen Checkpoint of the RA and Georgia State Border” signed 24 December 2014 submitted by the RA President, “On Providing State Export Credit to the RA Government for Financing the Works of Extending the Nuclear Power Plant Operation Term on the RA Territory between the RA Government and the Government of the Russian Federation,” signed on 5 February 2015 and “On Cooperation in Extending the Operation Term of the 2^nd block of the Armenian Nuclear Power Plant between the Government of the Republic of Armenia and the Government of the Russian Federation” signed on 20 December 2014.

The parliament by voting passed the draft decision on debating within 24 hours after the second reading the debate of the law “On Protection of the Personal Data” and the enclosed draft laws in the third reading.

The RA Deputy Minister of Finance Vakhtang Mirumyan in the first reading submitted for consideration of the parliament the package of the draft laws “On Amending the RA Law on Income Tax” and “On Amending the RA Law on Profit Tax.”

The Deputy Chairman of the NA Standing Committee on Economic Affairs Mikayel Melkumyan noted that the Committee debated the package and the idea was accepted by everybody.

The key and co-speakers answered the deputies’ questions.

The MPs Hovhannes Margaryan, Mher Shahgeldyan, Hrant Bagratyan, Artsvik Minasyan, Heghine Bisharyan and Aram Manukyan presented their concerns and recommendations.

The Secretary of the NA Heritage Faction Tevan Poghosyan proposed the government to take back the legislative initiative, taking into consideration the deputies’ voiced remarks.

The Head of the Rule of Law Faction Heghine Bisharyan noted that they were against the adoption of the bill.

Artsvik Minasyan stated that the ARF Faction would not vote against it.

The Head of the ANC Faction Levon Zurabyan highlighted the professional debates in the committees on the bills and noted that the faction will vote against it.

Mikayel Melkumyan urged the government to give information for understanding the dynamics of the construction sphere and the structure of the transfers. The MP noted that the PAP faction will abstain from voting.

Vardan Ayvazyan presented the viewpoint of the RPA Faction and noted that the RPA Faction will vote for it.

In their final speeches Mikayel Melkumyan and Vakhtang Mirumyan touched upon the deputies’ concerns and recommendations.

The Parliament in the first reading procedure debated the draft laws “On Trade and Services,” which presented the RA Deputy Minister of Finance Vakhtang Mirumyan.

The debate of the issue will resume at May 6 sitting of the National Assembly.
