Work of the NA Extraordinary Session Continues

On December 17, the National Assembly continued the work of the extraordinary session by voting passing the legislative initiatives debated on the previous day.

Afterwards the RA First Deputy Minister of Transport and Communication Artur Arakelyan, ending his final speech on the RA draft law “On Amending the RA Law on Railway Transport,” submitted for debate in the first reading the legislative package “On Amending the RA Law on Motor Vehicle Roads,” “On Amending the RA Code on Administrative Infringements,” “On Amending the RA Law on State Duty” and “On Amending the RA Law on Ensuring Road Traffic Safety.”

The NA deputies addressed numerous questions to the key reporter, which related to the real influence of the adoption of the legislative package in the sphere.

The deputies Vahan Babayan, Mikayel Melkumyan, Heghine Bisharyan and Hovhannes Margaryan presented their viewpoints and concerns on the package.

The NA Factions introduced their position on the legislative package. The Head of the Rule of Law Faction Heghine Bisharyan presented the negative viewpoint of the Faction and informed the attendees that they would vote against the legislative package.

In his final speech Artur Arakelyan touched upon the deputies’ concerns and gave clarifications. The RA First Deputy Minister of Transport and Communication submitted for debate in the second reading the draft law “On Amending the RA Law on Television and Radio” enclosed with the legislative package. He noted that the RA Government accepted the deputies’ proposals.

Afterwards the parliament debated the Agreement on Provision of Financial Loan from the Resources of the Anti-Crisis Fund of the Eurasian Economic Association between the Republic of Armenia and the Eurasian Development Bank on November 4, 2015 presented by the RA Deputy Minister of Finance-Chief Treasurer Atom Janjughazyan.

Atom Janjughazyan answered the deputies’ questions, which mainly related to the efficiency of the use of loans.

The Chairman of the NA Standing Committee on Foreign Relations Artak Zakaryan presented the endorsement of the Committee.

The deputies Hovhannes Margaryan, Vahan Babayan, Naira Zohrabyan, Mikayel Melkumyan, Tigran Urikhanyan, Vahe Enfiajyan, Heghine Bisharyan presented their viewpoints on the Agreement. In their speeches they referred to the efficiency of the use of the loans being given to Armenia, the directions of the loan expenditures, the foreign-exchange reserves, the economic policy being implemented in our country and the increase of the foreign debt.

The NA Rule of Law Faction (Mher Shahgeldyan) and the PAP Faction (Naira Zohrabyan) introduced their viewpoints on the issue.

In his final speech Atom Janjughazyan touched upon the concerns voiced in the deputies’ speeches and gave clarifications.

The parliament debated in the second reading the package of the RA draft laws “On Agricultural Cooperatives” and “On Amending the RA Civil Code.”

Afterwards the deputies debated the Loan Agreement (Third Development Policy Loan) signed between the Republic of Armenia and the International Bank for Reconstruction and Development signed on December 10, 2015, which presented Atom Janjughazyan.

The RA Deputy Minister of Territorial Administration and Emergency Situations Artashes Bakhshyan submitted for the deputies’ debate the Loan Agreement (Special Operations) Seismic Security Improvement Program – Results-Based Lending between the Republic of Armenia and Asian Development Bank signed on October 19, 2015.

The Chairman of the RA Control Chamber (CC) Ishkhan Zakaryan presented the annual programme of the activities of the RA Control Chamber for 2016.

The CC Chairman also presented the annual programme of the RA Control Chamber for 2014. He has noted that the main results of the implemented control were summed up in 11 spheres. Ishkhan Zakaryan also answered the deputies’ questions.

The NA extraordinary session will continue on December 18.
