Parliament Continues Work of Extraordinary Sitting

On September 27, the RA National Assembly continued the work of the extraordinary sitting, passing by voting the draft laws on Making Amendments to the RA Law on Local Duties and Payments and on Amending the RA Law on the Structure of the Government of the Republic of Armenia .

The RA Acting Minister of Economy Artsvik Minasyan submitted the draft law on Amending the RA Law on Customs Regulation, authored by the RA Government and the NA deputy Edmon Marukyan, for debate in the second reading.

The RA First Deputy Minister of the Territorial Administration and Development Vache Terteryan presented for debate the package of draft laws on Financial Leveling and on Amendments to the RA Law on the RA Budgetary System.

The NA deputies Mikayel Melkumyan, Khosrov Harutyunyan, Heghine Bisharyan, Mher Shahgeldyan and Tevan Poghosyan expressed their views on the draft laws.

The RA NA Deputy Speaker Eduard Sharmazanov delivered an extraordinary speech, touching upon the opposition deputies’ skeptic opinions and critical speeches on reforms announced by the authorities. The NA Deputy Speaker has underlined that the political responsible body for the old and the new Government is the Republican Party of Armenia. According to Mr Sharmazanov, there is a problem of continuity and new approach and reforms. He has said that we should go forward, having as a basis the reforms, and if there are acceptable approaches, then the power will assist them.

Afterwards the RA Minister of Justice Arpine Hovhannisyan in the first reading presented the bill on Amending the RA Code on Administrative Infringements and the enclosed package of bills.

Arpine Hovhannisyan answered the deputies’ questions, which related to the use of administrative fines, the financial sources of the Committee on Ethics of the high ranking officials, the declaration of the incomes and fighting corruption, etc.

The NA deputies Tevan Poghosyan, Vahan Babayan, Khosrov Harutyunyan and Heghine Bisharyan presented their views on the amendments.

In her final speech the RA Minister of Justice Arpine Hovhannisyan referred to the deputies’ interpellations and proposals.

The MPs in the first reading considered the bill on Amending the RA Code on Subsoil and the enclosed legislative package, which was presented by the RA Deputy Minister of Energy and Natural Resources Vardan Gevorgyan.

In their interpellations the NA deputies talked about the problems of the use of the subsoil and preservation of the environment.

The parliament debated in the second reading and for completely passing the draft laws on the Amending the RA draft laws on Games of Chance and Gambling Houses, on Livestock Breeding, on Geographical Indications, on Fixed Payments, on Encashment , on State Duty, on Inventions, Utility Models and Industrial Designs, on the RA Land Code, on Organic Agriculture, on State Duty, on Protection of New Plant Varieties, on Rescue Service and A Rescuer’s Status and legislative package on Trademarks and State Duty.

The parliament will continue the work of the extraordinary sitting on September 28.
