RA National Assembly Convenes Extraordinary Session

On December 22, by the decision of the RA NA Speaker Galust Sahakyan, under Article 70 of the RA Constitution, at the initiative of the RA Government, an extraordinary session was convened by the initiator’s established agenda.

The parliament passed the decision on the special procedure of holding of the extraordinary session and the NA draft decision on Special Procedure of Debate of the Draft Law on Amending the RA Law on State Duty, according to which the debate of the bill in the second reading the debate will be held within 24 hours after being passed in the first reading.

Afterwards the deputies in the first reading debated the item on passing in the first reading the draft law on Amending the RA law on State Duty, which presented the RA Deputy Minister of Finance Karen Tamazyan.

The NA deputies Vardan Ayvazyan, Tevan Poghosyan, and Levon Zurabyan expressed their viewpoints on the item.

In his final speech the RA Deputy Minister of Finance touched upon the deputies’ recommendations. The RA Deputy Minister of Finance Armen Hayrapetyan submitted for debate the loan agreement N CAM 1007 01 D signed between the RA Government and the French Development  Agency on November 30, 2016.

The NA deputies Naira Zohrabyan, Heghine Bisharyan, Aram Manukyan, Vahe Enfiajyan, Mikayel Melkumyan expressed their views on the loan agreement.

The RA Deputy Minister of Finance in his final speech has underlined that the document gives opportunity to provide the further financial stability of tax-budgetary policy.

Armen Hayrapetyan also submitted the loan agreement Stability Support Programme of Substructures: Second Phase (current functions) signed on November 11, 2016 between the Republic of Armenia and the Asian Development Bank.

The NA deputies Sukias Avetisyan, Mikayel Melkumyan, Naira Zohrabyan, Mher Shahgeldyan and Nikol Pashinyan touched upon the loan agreement.

In his final speech the Deputy Minister referred to the MPs’ voiced concerns and recommendations.

The RA Deputy Minister of Finance also submitted for debate the loan agreement Fourth Loan of Development Policy signed between the Republic of Armenia and the International Bank for Reconstruction and Development signed on December 9, 2016.

The National Assembly will continue the work of the extraordinary session on December 23.
