On September 11 , under the sounds of the RA anthem the opening of the second session of the RA National Assembly sixth convocation was announced.

First the RA NA Speaker Ara Babloyan presented the draft agendas of the second session of the RA NA sixth convocation and also the regular sittings to be convened on September 11, which the parliament by voting approved.

Draft laws on ratifying a number of agreements were debated.

The RA NA Deputy Foreign Minister Shavarsh Kocharyan presented for debate two draft laws on ratifying agreements.

The Chair of the RA NA Standing Committee Armen Ashotyan and the member of the RA NA Standing Committee on European Integration Samvel Farmanyan endorsed the draft laws.

The Head of the RA NA Way Out Faction Nikol Pashinyan and its member Artak Zeynalyan presented the viewpoint of the faction.

The Chairman of the State Science Committee of the RA Ministry of Education and Science Samvel Harutyunyan presented for debate the draft law on Ratifying the Agreement on Continuing the International Scientific-Technical Centre Activity.

Arman Saghatelyan presented the endorsement of the RA NA Standing Committee on Science, Education, Culture, Youth and Sport.

The RA NA deputies Vardan Bostanjyan, Nikol Pashinyan and the NA Deputy Speaker Mikayel Melkumyan expressed their viewpoints and presented their interpellations on the agreement.

The government proposes addenda to the tax legislation.

The Deputy Chairman of the State Revenue Committee adjunct to the RA Government Vakhtang Mirumyan presented the legislative package on tax legislation.

The member of the RA NA Standing Committee on Economic Affairs Vahan Harutyunyan presented the addenda. The Committee presented the endorsement of the Committee.

Agreement Aimed at the United Control of the Turnover of the Goods Made by the Natural Skin in the Internal Market was debated.

The member of the RA NA Standing Committee on Economic Affairs Sergey Bagratyan presented the endorsement of the Committee.

The RA NA Deputy Speaker Mikayel Melkumyan expressed his viewpoint on the issue.

Draft law on Facilitating the Temporary Import

Vakhtang Mirumyan also presented the draft law on Ratifying the Convention (with enclosed announcement) on Temporary Import.

The member of the RA NA Standing Committee on Economic Affairs Gagik Melikyan presented the endorsement of the Committee.

The draft law on Ratifying the Agreement on the Joint Use of Meghri-Nurduz Border Gate was debated

Vakhtang Mirumyan present for debate the law on Ratifying the Agreement on the Joint Use of Meghri-Nurduz Border Gate between the Government of the Republic of Armenia and the Government of the Islamic Republic of Iran.

The RA NA deputies Gagik Melikyan, Rustam Makhmudyan, Nikol Pashinyan, Gevorg Gorgisyan and Gagik Melikyan expressed their viewpoints on the item under debate.

Afterwards the parliament considered the package of the draft laws on Amending the RA on Value Added Tax and on Amending the draft laws on Amending the RA Law on taxes.

All MPs delivering speeches were for the adoption of the bill.

The RA Deputy Minister of Health Sergey Khachatryan presented for debate of the parliament the package of bills on Amending the RA law on Activity Implementation, on Amending the RA law on Licensing and on Amending the RA law on State Duty.

The Chair of the RA NA Standing Committee on Health Care and Social Affairs Hakob Hakobyan noted that the package was debated in the Committee and endorsed.

Then the parliament debated the draft law on Amending the RA law on Prevention of the Illness Caused from the Human Immune Insufficiency.

The Committee Chair Hakob Hakobyan presented the endorsement of the Committee.

The RA NA Speaker Ara Babloyan delivered an extraordinary speech.

The RA NA Speaker touched upon the problem not from the political, but professional aspect. Ara Babloyan noted that in the 90s he worked on the draft law with the same content, but at that time the approach was different, the knowledge, moreover the possibilities limited: before the attitude was aggressive not only towards the virus, but also towards the virus bearer. Ara Babloyan underlined that the medical society could understand that the virus bearer has the same rights, as well as remaining people and we should not put discrimination between them. Later the approaches were changed. “The problem is inside us, we should carry out upbringing amoung our youth, society, form behaviour in that aspect. The human right is equal,” the RA NA Speaker said.

In Ara Babloyan’s word, in case of getting treatment in Armenia entering special order will mean put discrimination: thus the discrimination is removed.

The RA NA Speaker has added that our country goes through creating civilized society and developed state. He noted that the HIV/AIDS treatment became rather accessible. The RA NA Speaker the implementation of the preventive programmes.

Hakob Hakobyan and Sergey Khachatryan delivered final speeches and touched upon the problems concerning the deputies.

The executive body proposes to regulate the legal relations relating to the architectural activities.

Afterwards the legislative package on Amending the RA Law on Architectural Activity, on Licensing and on Amending the RA Law on State Duty was debated, which presented the Chairman of the Urban Development State Committee adjunct to the RA Government Narek Sargsyan.

The debate of the issue will continue at tomorrow’s sitting of the parliament.
